DRDO chief wants 7% of defence budget for R&D

India is a growing country and should put its R&D on high gear.R&D should have its own budget,must include pvt companies like @sandy_3126 pointed out,with better management.
To save time and money more JV's are needed.

We need a minimum of 7-8% of the defence budget to successfully deliver the systems that the armed forces need.

What nonsense and I am kind of amazed that people buys his BS! He is only looking at his own interests again, but even if he had 100% of the budget, Kaveri wouldn't be ready yet, because first you need some sense and idea about how to develop such things (which they didn't had), how to effectively manage such projects (which they provenly didn't have either) and most importantly, to look at what the forces really want (which even the forces say, that DRDO doesn't).
So it's not about money, nor about privat companies that needs to join in and also not about politicans, or the forces that are against indigenous developments (the usual excuses), but that we have to get things done in a better and more effective way!

Don't let youself fool by that guy!

My recommendation are:
1)As Ajaxpaul said,we need to increase accountability of not just DRDO but HAL also.Just like ISRO they should be accountable to PMO.

That might a be good step, but then again HAL is accountable to MoD and planning commission if not PMO, but unlike drdo, HAL doesn't run on research funding.

2)Most important,ALL PSU's should be fined if they fail to deliver projects at signed time.

Delivery penalty has been a standard process, used for most of customers in heavy industry, the questions is can you hoid BAE, NPO mashinotreya, Yantar shipyard, Dassault, Irkut, RAC, all of them to the same standard?????????

3)DRDO should help building private defence industry by sharing key TOTs.SpaceX an US based privated aerospace industry received lots of help from NASA to develope SCE.ISRO has already done this many times.

more power to you, but I dont see that happening!

If the DRDO can get its head out of its *** and focus on designing platforms tha armed forces actually want then they deserve the funding. If they continue to focus on pet projects which create useless products then they don't.
