There are two ways of imposing the Governor's rule if the provincial Govt goes rogue. The first is the one you stated and the second one is by the parliament. In the latter only need a simple majority from both the houses on the recommendation of the PM and his cabinet.

Let’s be open about it, not neutrals, army leadership, Bajwa, nadeem and co..
