It can't do what Iran can do ---Hybrid warfare--- as Pakistan as a state isn't a religious state, which is why the blowback with TTP occurred right after USA's intervention.

Psyops go beyond visible enemies . One example, why did we land on to this FATF mess to begin with ? No excuse please. FATF has nothing to do with neither latest hardware aquisitions nor infantry tactics. PDF think tank must focus beyond superficial hardwares and high casualty infantry tactics.
PAKISTAN must be made into a brand which is synonymous with refreshing drinks and not a dangerous virus which repels people. At least on surface, in people's perception.

Do we have infrastructure to coordinate, direct and produce Psy warfare effort? Where is the nerve center?

Do we have enough space to do defensive and offensive strategic communication? Is our MSM and SM safe from foreign onslaughts? How to covertly control media in 21st century?

Do we have a multi institutional collaboration to integrate the effort in country for defensive measures. Do we have ingress to our educational institutions and their curriculum. Are we pre empting problems rather than reacting?

Do we have access to foreign target audiences? Who will research the material? Who will define long term and short term offensive psy ops objectives?

In these question possibly lie few answers. List is not exhaustive.

we have to build culture where we can promote Pakistaniat like in colleges schools we have to promote the sacrifies of our people who have been giving their lives for us

I always thought we needed an authority like NDMA that coordinates with all institutions/ISPR/Information ministry/Intelligence media wings in Pakistan and forms collaborations with NDU and other Universities that teach Strategic communication or Mass media studies as well as think tanks. Create an ecosystem.
Second most impactful step will be to bring Judiciary, Executive, media and military on same page as per our strategic objectives. No action must be contrary to these objectives at any cost. There must not be dichotomy in state. How we achieve it is another discussion.

We must look 50 years ahead where we would like to be and what we need to do reach there. Describe the needful. We do not even know where we would like to be in next ten years, how can we set our strategic objectives in each domain. There is no discourse.

We are planning from one COAS and PM to another.
