Indian Foreign Secretary Harsh Vardhan Shringla after a meeting with his Bangladesh counterpart Masud Bin Momen at Pan Pacific Sonargaon Hotel in Dhaka on Wednesday, August 19, 2020

Indo-Bangladesh ties are best served by full openness

The sudden two-day visit of Indian Foreign Secretary Harsh Vardhan Shringla came to an end on Wednesday.

It is still too early to opine as to the outcome of the visit, but one can conclude that it was an important one, seeing as it took place amid the coronavirus pandemic.

However, what was more noteworthy about the visit of the top Indian diplomat, his second this year, was how confidential it was kept – something that can certainly be seen as somewhat out of the ordinary.

It is well known that the relationship between the Bangladesh and Indian governments is one that is under constant scrutiny here in Bangladesh.

Given this background, the governments in Dhaka and New Delhi playing this visit so close to their chests was bound to attract comment.

No one can deny that the visit was quite surprising and unusual in some aspects, including the suddenness of the arrival of the dignitary.

Quoting unnamed sources, the media reported on Monday that the Indian foreign secretary would arrive in Dhaka the next day.

But there was no official announcement from either the Bangladesh Ministry of Foreign Affairs or the Indian Ministry of External Affairs, which is not usual.

The Indian High Commission in Dhaka issued a one-sentence statement on the day of Shringla’s arrival.

“Sh. Harsh Vardhan Shringla, Foreign Secretary of India is on a visit to Dhaka from August 18-19, 2020 to discuss and take forward cooperation on matters of mutual interest,” it said.

There was nothing from the Bangladesh Foreign Ministry, although Foreign Secretary Masud Bin Momen said after his counterpart’s arrival that it was not a sudden visit.

Such confidentiality was maintained that an official of the Indian high commission in Dhaka, who deals with the press, would not disclose the schedule of the foreign secretary during his time in Bangladesh. He even declined to say who received him at the airport, and if the top diplomat would leave on Tuesday or stay overnight.

The approach of the Foreign Ministry and the Bangladesh High Commission in Delhi appears to be similar.

The greatest confusion the visit produced was with respect to the foreign secretary’s meeting with Prime Minister Sheikh Hasina.

Quoting Indian diplomatic sources and Indian High Commissioner in Dhaka Riva Ganguly Das, the media reported that a meeting had been held on Tuesday evening.

But as late as 11pm on Tuesday, the prime minister’s press secretary told Dhaka Tribune that he was not aware of any meeting.

Even journalists who cover the prime minister could not confirm the meeting until long after it had been held.

Nor was any photo of the meeting released, which is usually done.

On Wednesday, Foreign Secretary Masud hosted a working lunch for his Indian counterpart at a city hotel, where Shringla was checked in. Both of them told the media after the lunch that they had talked about different aspects of the relationship.

The Indian foreign secretary did not meet Foreign Minister Dr AK Abdul Momen, as the latter was in Sylhet.

Bilateral relations between any two countries flourish if transparency and openness are ensured by the respective governments.

This is even more important with respect to the relations between Dhaka and New Delhi.

One trusts that future high-level meetings between Dhaka and New Delhi will not be shrouded in such secrecy.

The best thing for the strong bilateral relationship that both countries prize is for there to be full openness when it comes to such official visits.

Shringla was given the proverbial cold shoulder, neither Sheikh Hasina nor the Bangladeshi Foreign Minister Abdul Momen, met with him.

He didn't even get to meet with Shariar Alam, the deputy minister of foreign affairs.

He was instead relegated to meeting with his counterpart, the Bangladeshi Foreign secretary Masud Bin Momen. Who is third in line in terms of foreign ministry hierarchy.

You have to give it to Hasina. She’s playing hard to get probably for benefits in the next election

Hasina's style of governance has come a long way, she is now more independent then ever.

I think we need this 2020 Hasina for the next 10 years, she needs to see us through this decade.

If you notice, all the things we despise about Hasina, she's working on them, least of being subservient, she's lashing out now.

Very good to see, If you ask me and I'm not even a BAL supporter.

@Bengal71 what is your opinion of Abdul Mal Abdul Muhit, Mirza Fakhrul and Kamal Hossain.

I also think we need Hasina for 2 more terms up to 2030, however I don't want to see her son or Rehana to take power after her, the dynasty and all dynasties must crumble in BD, democracy all the way.

Mr Muhit has a loose mouth but he was competent in what he did. He also had appreciation for art which I like, classy people tend to have that.

I don't know much about Mirza Fakhrul but as a whole BNP has absolutely nothing to offer to BD. Khaleda, I like to call her "kamer beti" because I don't think that woman has any capability to lead a nation or to be the PM of a nation like BD.

Kamal Hussain, good in his line of work as a lawyer, not as a politician.

I suspect you were trying to gauge which political party I have allegiance towards? None, my only allegiance is towards BD.

Not really, I myself am quite similar to what you have described, I don't support any of the political parties, but I align myself with SHW because she is so much better than Khaleda Bibi.

Mirza is one of the best politicians in Bangladesh, Khaleda has been undermining his abilities for decades, I don't know why he puts up with her.

Mal would make a better PM than Obaidul Quader or Momen, hands down.

Hasina's children will never be able to win any election, they can't even fudge it because it'd be overly obvious.

Her children have no political experience.

Maybe Sheikh Fazle Taposh, Mayor of Dhaka could be her successor who knows, he is also related to her.

I have been in Aus since I was 19, I frequently visit BD and my whole family is there but I don't keep up with individual politicians' profiles.

I have little interest nowadays on how good a politician one is. I am more into politicians who are men, real men with dignity and honor which will get get reflected in the attitude of the nation. We haven't had one for a very long time. We have good chess players (read chucho) but don't have anybody with a strong statesman like personality . We desperately need one. As of now Hasina can manage but we can't go on too long like this.

That is the uncertainty, that exist inside all of us, when we think about Bangladesh.

Bangladesh is like a bus, where none of the passengers know how to drive.

Heading towards the unknown since it's inception, it's a miracle we always escape unscathed, but this whole 'riding our luck' is unsustainable.

Taposh seems to me like a strong leader from what I’ve seen. I know wats been said about Sheikh Hasina, I feel her leadership is being over exaggerated. Mind you, we live in 2020 not 1980. If we look at the world around us it’s scary how fast they have moved forward in terms of social welfare.

we live in a world where the gap between a first world country and a developing country grows like a bullet train with each passing day. Hasina has used different methods to stay in power. Nd I think it’s pretty over rated In many cases. She has let her cronies rule so that they can back her up in case of law enforcement disobedience. Also set up chosen yes men in the police and the military Nd we know how much those yes men make.

We haven’t had a Man leading this country for such a long time. Having a Low life like obaydul qader who is uneducated and also a coward to as the PM wud sustain this cronyism. He will be everybody’s puppet. It takes only a glance to see wat obaydul qader is made of. And he comes from a seriously unworthy background. He is not even worthy of being made an MP LET ALONE A PM. Momen is a lousy man.

Taposh on the other hand seems tough, so that cud be a good choice cuz I don’t think he will give a fudge about cronyism and flattery. He will not please anyone but do watever he wants.

Also it might be good altogether if we can get out of this circle of dynasties. This dynasty thing has destroyed the whole nation. Perhaps putting an end to this circle may finally bring a golden dawn for this country
