Diamer Basha Dam Project: Prequalification bids received for dam’s construction

In the wake of Supreme Court’s decision and the Government’s resolve for early commencement and timely completion of Diamer Basha and Mohmand Dams, the Pakistan Water and Power Development Authority (WAPDA), while gearing up its efforts for implementation of the projects, today received pre-qualification bids at WAPDA House from as many as five joint ventures of foreign and local firms through international competitive bidding for construction of main dam and appurtenant structures of Diamer Basha Dam Project.

The pre-qualification bids will be evaluated in accordance with the bid documents and the relevant procurement rules of the Public Procurement Regulatory Authority (PPRA) and the Pakistan Engineering Council (PEC).

Diamer Basha Dam is a multipurpose project aims at water storage, flood mitigation and power generation. The project will be constructed across River Indus about 40-kilometer downstream of Chillas town. The 272-meter high Roller Compacted Concrete (RCC) Dam will have a gross water storage capacity of 8.1 million acre feet (MAF). The project will generate 4500 megawatt of electricity with annual energy generation of more than 18 billion units of low-cost and environment friendly electricity. With construction of Diamer Basha Dam Project, the life of Tarbela Dam will enhance to another 35 years. It will also have a positive impact on the annual energy generation of the projects in the downstream areas. It is estimated that the annual energy generation of the existing hydel power stations including Tarbela, Ghazi Barotha, Jinnah and Chashma will increase by about 2.5 billion per annum, while annual energy generation of the future hydropower projects including Dasu, Pattan and Thakot will also surge by another 7.5 billion units.

Govt mulls options to construct Diamer Bhasha dam to meet energy needs

ISLAMABAD: The Pakistan Tehreek-i-Insaf (PTI) government, in a bid to construct Diamer Bhasha Dam, has been mulling over various options to ensure additional collections and a policy in this very regard will be introduced soon after getting a consent from all the provinces, said sources.

Well-informed sources revealed to Pakistan Today that present PTI government was considering and analyzing various options to construct much-awaited Diamer Bhasha dam to meet burgeoning energy needs of the country.

They said the government was mulling to form a Diamer Bhasha dam Private Limited Company besides a collection of donations from overseas Pakistanis and also from the citizens.

They said the PTI government has been devising a policy to construct the dam and a consent of provinces will be sought in near future prior to the introduction of this policy in the country. Pakistanis will find profit in monthly utility bills while overseas Pakistanis will be given profit in dollars and a confidence of all provinces will be ensured to guarantee the construction of the said dam, said sources.

Sharing details of a proposed plan regarding the formation of Diamer Bhasha dam Pvt Ltd Co., the sources said that it was proposed to market the shares of this company through Pakistan Stock Exchange (PSE) and approximately 52 percent shares of the company will be owned by the government and owners of remaining 48pc shares will be with the masses.

They said a campaign to attract overseas Pakistanis to buy the shares of Diamer Bhasha dam will be launched to collect amounts for the dam and to balance the remittances of the country, said sources.

The sources also said that PTI government was also considering burdening the rich instead of the poor to construct the dam.

They said the imposition of a tax on bridges, barrages, and on inter-provincial crossing to collect amount for the dam was also under consideration. Similarly, a proposal to collect additional amounts through service delivery may get the approval of concerned authorities.

Likewise, PTI-government will time and again appeal the nation to play role in the construction of much needed Diamer Bhasha dam.

More, the government will approach all political parties to convince them to participate in the drive for Diamer Bhasha dam mainly to make the dream of the dam a reality in future, said sources.

It is relevant to mention that being the pioneer of a drive for Diamer Bhasha dam, Chief Justice of Pakistan Saqib Nisar has already requested the nation and overseas Pakistanis to send donations for the construction of the Diamer Bhasha dam and so far, a significant amount has been collected after his appeal. The honourable CJP has assured the nation that their donations would be used for the dam only and he would ensure proper usages of the donations for the dam.

Similarly, Railways Minister Sheikh Rasheed has also announced to introduce Rs 2 to Rs 10 per ticket tax in railways to help assist the government in its drive to start work on the construction of this dam to satisfy the water and power demands of the country.

Reportedly, the PM-CJP Dams Fund received a total of Rs3.023 billion till Tuesday. The countrywide contribution to the fund stood at Rs2.876 billion while Rs147.6 million was transferred from abroad, according to an update issued by the State Bank of Pakistan (SBP).

The fund witnessed a boost after the recent speech of Prime Minister Imran Khan who urged the nation to donate generously for the construction of Diamer-Bhasha and Mohmand dams. Some Rs906.2 million was received in the fund on September 11, SBP said.

Meanwhile, SBP, in a circular, directed the banks not to charge any service fee, including interchange fee, merchant discount rate, transaction fee, etc. on the donations/payments made to the dams fund through payment cards (debit, credit or prepaid cards).

Welcome to Diamer Bhasha dam

The President of Pakistan during his national address on 17th January 2006 announced the decision of Government to construct 5 multi-purpose storages in the country during next 10 -12 years. Diamer Basha Dam Project will be undertaken in the first phase. Work on the project started after the ground-breaking ceremony by the President of Pakistan. On completion of detailed design and tender documents, the construction of Diamer-Bhasha Dam - the world's highest Roller Compacted Concrete Dam will commence.

The Project

The project is located on Indus River, about 315 km upstream of Tarbela Dam, 165 km downstream of the Northern Area capital Gilgit and 40 km downstream of Chilas. The proposed dam would have a maximum height of 270 m, and imvpound a reservoir of about 7,500,000 acre feet (9.25×109 m3), with live storage of more than 6,400,000 acre feet (7.89×109 m3). Mean annual discharge of Indus River at the site is 50,000,000 acre feet (6.2×1010 m3). Thus the dam will impound 15% of the annual river flow. The dam project would cover an area of 110 km2 and extend 100 km upstream of the damsite up to Raikot Bridge on Karakoram Highway (KKH).

Work on the project started after the ground-breaking ceremony by the President of Pakistan. On completion of detailed design and tender documents, the construction of Diamer-Bhasha Dam - the world's highest Roller Compacted Concrete Dam will commence.

The Executive Committee of the National Economic Council (Ecnec) on November 11, 2008 gave the go-ahead to the Diamer-Bhasha Dam project.
Work on the dam would begin in September 2009 and the total cost of the project has been estimated at $12.6 billion. The deadline for completion is 2016.

Water and Power Development Authority (Wapda) Chairman Lieutenant General (Retired) Muzammil Hussain has said that construction work on Diamer-Bhasha and Mohmand dams will begin in the upcoming fiscal year 2018-19.


Hussain made the disclosure while briefing Water Resources Minister Syed Ali Zafar at the Wapda House on Tuesday. He highlighted the water and hydroelectric power projects undertaken by the authority across the country.

The gigantic Diamer-Bhasha dam and power project will have gross water storage capacity of 8.1 million acre feet (maf) and have electricity generation capacity of 4,500 megawatts. Mohmand project will store 1.2 maf of water and generate 800 MW of electricity.

“Both projects are vital to achieve water and energy security, therefore, all stakeholders should play their role in the initiation and timely completion of these projects,” Hussain said, according to a statement.

Outlining the efforts made by Wapda to cope with growing need of water and electricity, he said the authority had succeeded in completing four mega projects from August 2017 onwards.

These would irrigate 72,000 acres of barren land in Dera Bugti, Balochistan and add 2,487MW of hydroelectric power to the national grid, he said.

The projects included phase-I of Kachhi Canal, Golen Gol, Tarbela 4th extension and Neelum-Jhelum.

Apart from these, stage-I of the Kurram Tangi dam and power project is scheduled to be completed in 2020 while 2,160MW stage-I of the Dasu hydroelectric power project is likely to start electricity generation by 2023.

Furthermore, 1,410MW Tarbela 5th extension, 2,160MW stage-II of Dasu project, 7,100MW Bunji project and stage-II of multi-purpose Kurram Tangi dam are among ready-for-construction schemes.

The water resources minister expressed satisfaction over the measures being taken by Wapda to execute water and hydroelectric power projects.

He emphasised that concerted efforts were required both at federal and provincial levels to steer the country out of the impending water crisis.

we should first build these dams for water storage only.once it is done we should then focus and spend remaining money for power generation and turbine installations.

If Imran just request Saudis, they would invest.
Really if they are told the consequences, they would help. The only reason we didn't get an investor is that diamer bhasha dam is in disputed territory.

If we insists our friends such as turkey and Arab states or even China, they would invest. All that ie required is communication.

WAPDA Receives Pre-Qualification Bids for Diamer-Bhasha Dam

In the wake of Dam fund initiated by Chief Justice and extended by the Prime Minister of Pakistan, which has secured Rs. 3 billion according to the Central Bank, some foreign and local companies have come up with pre-qualification bids for the construction of the dam. Water and Power Development Authority (Wapda) received five bids on Wednesday through international competitive bidding.

“The pre-qualification bids will be evaluated in accordance with the bid documents and the relevant procurement rules of the Public Procurement Regulatory Authority (PPRA) and the Pakistan Engineering Council (PEC),” said the officials.

The Diamer-Bhasha dam is a 272-metre high dam and will cost about $12 to 14 billion. It is a roller compacted concrete (RCC) dam with a capacity to store 8.1 MAF water. It is a multi-purpose project which can store water, mitigate floods and generate power. It will be located across River Indus about 40-kilometre downstream of Chillas town.

Current energy generated by hydropower stations is going to increase by 2.5 billion units per annum with the construction of Diamer-Bhasha Dam. The existing hydropower stations include Tarbela, Ghazi Barotha, Jinnah and Chashma.

The project in question will generate 4500 MW of energy and the annual outcome will be 18 billion units of low-cost and environment-friendly electricity. It has the potential to enhance the life of Tarbela by another 35 years. It will also increase annual energy generation of future hydropower projects another 7.5 billion units. The projects in line include Dasu, Pattan and Thakot dams.

The Water and Power Development Authority has set its foot ahead for timely commencement of this project after the government displayed its resolve for the project while analysts hold a view that it is a mega project hence donations would not be enough for the project to reach the point of operation
