Though the country has made good economic progress over the years, urban experts think the capital city still lacks quality bus fleets to match the people's improved lifestyle.

They said almost all the existing 8,000 public buses in the city are completely unfit for running in a capital city like Dhaka and those should be replaced with high quality and standard and comfortable ones working out a comprehensive phase-out plan like the one that replaced thousands of two-stroke auto-rickshaws with CNG-run ones in 2003.

Noted urban expert and former chairman of the University Grants Commission (UGC) Prof Nazrul Islam, Buet's Accident Research Institute (ARI) director Prof Moazzem Hossain, Buet's Urban and Regional Planning department Prof Dr Sarwar Jahan and urban expert and architect Iqbal Habib came up with the observations while talking to UNB.

Prof Nazrul Islam said the buses in the capital must have acceptable standards. "The existing bus services in Dhaka are far below the minimum standard. We must ensure quality and comfortable and passenger-friendly bus services to reduce people's dependence on private vehicles."

As Dhaka is a densely populated city, the urban expert thinks, double-decker buses are very effective here to solve transport crisis and ensure the optimum use of the existing roads.

Besides, Nazrul said, the government must bring the buses under five-six franchises by rationalising the existing routes as soon as possible. "The bus management system will improve once the vehicles come under limited franchises."

Citing a government survey, Iqbal Habib said, around 6,900 buses were there in Dhaka city in 2017. "Most of these buses are not suitable to run in the city. Only around 2,600 buses can be overhauled and upgraded while the rest are totally unfit for the capital city. It's government survey finding, not my opinion."

He said late Mayor of Dhaka North City Corporation (DNCC) Annisul Huq had taken a step to procure 3,000 modern and standard buses for Dhaka as part of a plan to phase out the unfit ones. "After his death, the process has got stuck."

Habib, also a joint secretary of Bangladesh Poribesh Andolon, said the government should give the bus owners tax-free facilities and soft loan to procure high-quality buses to replace the current ones. "It's possible as we've a successful example of removing auto-rickshaws from the capital city in 2003. So, we'll be able to replace the sub-standard buses with high-quality ones if a proper step is taken."

He said city buses should be suitable for the use of children, elderly, physically-challenged people and women. "The current bus fleets are not friendly ones to all passengers."

Besides, Habib said, the government should take steps for the better use of rail and waterways to make Dhaka a safe and moveable city and reduce pressure on roads.

Moazzem Hossain said it is not only the fact that most buses in Dhaka are unfit but also the drivers are ineligible for plying vehicles here.

"Every resident of the capital city deserves far better bus services in Dhaka than the existing ones. It's peculiar that over 200 bus companies are in an unholy competition of doing business in a megacity like Dhaka. Why air-conditioned buses are not available for passengers here? Why does a human-hauler like Leguna still runs in the capital?" he questioned.

Hossain, also a professor of Buet's civil engineering department, thinks high quality buses, skilled and disciplined drivers, better city transport management, and introduction of "bus route franchising system and modernisation of bus terminals" are necessary to improve the standard of bus services in Dhaka.

To remove unholy competition by buses for passengers, he said, it is necessary to design a well-networked bus routes extending to all possible areas (with franchising) and improve the frequency of buses and ticketing system.

Dr Sarwar Jahan said the existing buses in Dhaka cannot be allowed to operate in the capital of a country which is becoming middle-income one.

He said the government should make effective plans with suggestions from experts in the relevant field for replacing the existing bus fleets with modern and standard ones after introducing a franchising system.

"Considering people's economic condition, there can be different categories of buses. But, all the buses should have minimum standard to ply the streets of a capital city...the transport system in Dhaka suffers for lack of vision, not for money," Sarwar said.

The urban expert thinks dedicated lanes for exclusive bus travel by implementing the Bus Rapid Transit (BRT) is very urgent for improving the bus service.

As Dhaka lacks sufficient roads, the policymakers should encourage mass transports instead of public vehicles on the streets. "We need to control the use of private vehicles and expand public transport fleet buses and double-decker ones. It's been proved as a very effective measure in many cities like London and Moscow."

Have these morons not heard of Dhaka RSTP 2016-2035 that is being implemented as we speak with Japanese expertise and money?

Currently metro line 1, rapid bus transport line 1 and first Elevated Expressway is being constructed. They should all come online in 1-2 years.

More over time has come to gradually phase over rickshaw. Except a few important roads, all the roads in Dhaka are clogged with rickshaws. Running a vehicle with human muscle power in this 2018 is not only wrong on ethical ground, but also it reduce the aesthetics of the city.Due to rickshaw's dominance in the roads, Bus, car, motor bike are forced to run at 'rickshaw speed'

My dear @UKBengali, you see, the news is published in the Daily Star. You must organize a sit-in demonstration in front of its office to protest such a biased news. Or, should your BCL caders will burn it? How about asking your RAB to arrest the Editor to falsify the current condition of Dhaka road and bus transport system.

But, no number plate means no registration. Broken body and glass mean no system of checking the fitness. After all, you will build a highly developed country by 2041, isn't it? So, shall I conclude that all these broken buses show an early symptom of a developed country?

@UKBengali, Rome was not built in a day and BD will not be developed by 2041. Why are you talking again about your pet project called RSTP? Someone (was it @Homo Sapiens?) told you not to hatch an egg before it is even laid by the hen. Please talk of current Bangladesh. Futuristic talk is meaningless.

Thing is the politicians and administrators are not given pressure to fix all these. None of our elections are fought on issues, but on personalities who are already dead. My proposals are:

1) Encourage the bus companies including BRTC to introduce many hundreds of buses,
2) Regulate/re-organize the bus routes in a way that people can easily understand them,
3) Keep on phasing out rickshaws gradually.

I think a sudden ban of Rickshaws will only create more problems.

Yes the rickshaw problem must be addressed ASAP. One of the main reasons of horrible traffic jams in the city. But first jobs need to be created for those rickshaw pullers. Because they earn their living with it.

BD government will ban rickshaws once SEZs are in place to provide alternative jobs.

Rickshaws are nice vehicles and peoples can take breath when riding rickshaw in polluted dhaka city.
Well I suggest not to ban rickshaws but to set engine in rickshaws.
In lots of areas rickshaws are using same engine as auto rickshaw and they also can run as fast as auto rickshaws .
I believe instead of banning rickshaws, govt must ban lokkor jhokkor type buses.

They only create problems, also their old engines are a problem for environment.
And also proper traffic rules are the solution, not banning rickshaws.
We saw few days ago how our kids made dirty dhaka almost clean. This is the best way, and all other way will be obsolete.

I can sympathise with your point that rickshaw can be a refreshing ride. To lessen the physical toll on the pullers deploying electric auto rickshaws is also a good idea. But even then it will still remain as a major factor of traffic jams. As for the alternative I prefer walking. Since we tend to ride rickshaws for not so distant places. So in this case walking is healthier and also refreshing apart from the fact that during summer it can be exhausting. So my suggestion in carry an umbrella and walk

Yes walking is good idea, and it's good for health too.But I am afraid most of our folks is never going to do that. They are extremely lazy and sometimes egoistic in this matter.

I do not understand why, but many people in Bangladesh think themselves as the scions of Nawabs and Zaminders. Walking while people watching causes them to lose their prestige.

Perhaps it's for inferiority complex. Not only in rikshaw riding but in every case in our daily life .
IMO the real reason behind any artificial showmanship is just a form of inferiority complex. Since you have money so why you will not spend?
Even where it is completely useless? You have sufficient money so if you do not spend or even waste , peoples will call you a miser , will laugh at your back .
That's the reason if you eat even in a very small restaurant at launch time for some reason , you have to choose meat or fish , even you are not in mood to eat it.
If you choose dim vaji, alu vorta and dal only with few vegetables ,many peoples will be surprised.
When you smoke a cigarettes, you have to choose Benson if you are a so called vodrolok . You are free to choose your own brand , but choosing brand for reputation and not for taste is bad idea.

There are such countless examples are everywhere in our country , and i believe all are from inferiority complex , although some peoples mistakenly call it superiority complex .

Outright banning of Rickshaw may cause employment and earning problems. People have to earn money to support their families by pulling Rickshaw. I think many people will stop pulling Rickshaws once they find the substitute and better jobs in the factories or construction. Rickshaws should be banned in Dhaka and Chittagong at some point at that time. It is a little early now.
