West Bengal seems like a pretty developed state, no?

I heard that the education system there is very good as well.

The word Dhaka is said to refer to the Dhaka tree (Butea frondosa), once common in the area; or to Dhak (Bengali: ঢাক), a huge membranophone instrument from South Asia which was beaten by order of Subahdar Islam Khan I while inaugurating the capital in 1610. The name Dhaka may also have originated from Dhakeshwari ("The Hidden Goddess"), she is the 800 years old deity of the Divine Mother, whose shrine is located in the south-western part of the city. Some references also say that it was derived from a Prakrit dialect called Dhaka Bhasa; or Dhakka, used in the Rajtarangini for a watch-station; or it is the same as Davaka, mentioned in the Allahabad pillar inscription of Samudragupta as an eastern frontier kingdom

52 Universities!! Wow! That's a huge number of universities for one city!! Are these universities single campus institutions or multi-campus institutions with large number of colleges under their control?

In Kolkata, University of Calcutta is responsible for awarding Bachelor & Masters degrees to probably half the population of West Bengal. :D Apart from having multiple campuses, the university has some 300-400 (or maybe more, god knows how many) Govt. and private colleges under its jurisdiction. Many of the college campuses also offer post-graduate courses under the University of Kolkata. Probably that's why we do not have too many universities.

And private universities are difficult to open in India, the investment is very high because of the too strict minimum requirement criterion, and education being a largely subsidized sector in India, private universities will find it difficult to attract students at relatively higher costs, especially in general courses. Though, private institutions are in demand for technical education like engineering and management.

Here private institutions open as colleges/institutes under affiliation of an University, and offers degrees/diplomas under that university's name, universities conduct the examinations for all colleges.

Top of them are single campus institutions. There are some private universities with multi-campus.
University Grants Commission of Bangladesh (UGC) serves as the regulatory body of all the public (government funded) and private universities of Bangladesh. The Private University Act of 1992 paved the way for vigorous sprouting of private universities.
