I don't get it, this is such a flawed approach to take when assesing the quality of the final product. Yes, JICA's funding comes with certain conditions (ie sourcing certain things from Japanese OEMs only) but it doesn't ensure the final product will be "the best in the world", that is up to how the work is implemented and the system maintained/operated over time.JICA was involved in DMRC phase I&II. He is claiming as if this is the first time Japanese are funding something in the region.
The operator's vision is what will ultimately decide if it is world class or not- WDFC is being funded by JICA but JICA didn't create the designs and work plans for the WDFC, that was IR's doing and it will be thanks to IR and not JICA that WDFC is a success and world class.
Such strange logic here.
