J&K mulls to roll out SWAN

It is mulling to inter-connect all the government offices of the state through State Wide Area NetworkSrinagar: Jammu and Kashmir is mulling to inter-connect all the government offices of the state through State Wide Area Network (SWAN) which envisages a common and high speed data network, aimed at promoting transparency and efficiency.

Minister for Information Technology and Science and Technology, Aga Syed Ruhullah Mehdi said that SWAN will be of immense benefit to people of the state.

“The intra-state network subsequently will be connected with the national network, aiming at modernization of communication infrastructure and improving administrative efficiency and quality of service to the common man,” Ruhullah said.

“With the help of this programme, the citizens will get effective government services with easy access through single window system.”

Government hopes that once the system is in place, it will greatly help in fighting corruption at various levels in the state. Ruhullah said that many more steps have also been taken to promote e-Governance in the state.

For making Common Services Centres (CSC) service more effective, Aga Ruhullah said that they will be connected with broadband facility. Out of 1109 Common Services Centres assured to set up by J&K Bank in the State, 491 stands established and is fully functional.

The CSCs are providing B2C services to the consumers at Khidmat Centres including banking correspondence, micro finance, mobile recharge, air and railway ticketing, sale of solar lights and digital photography the meeting was informed.

The 135 blocks have Community Information Centres with V-sat connectivity, computer terminals and printing facilities, the meeting was informed.

According to officials, 24 services of 11 departments under G2C service and State Service Delivery Gateway (SSDG) scheme would be provided to the people. “50 computers will be provided in every district and 7 services will be provided in first phase,” an official said

SRINAGAR: Enthused with the wealth of human capital in Jammu and Kashmir, Congress general secretary Rahul Gandhi on Friday pledged to do his bit in building a long-term relationship with the youth of the state and fulfill their aspirations.

Tata Group chairman Ratan Tata said he was feeling very emotional in saying that, "it has been a real step forward to be able to have a conversation with a great wealth of human capital that exists in Kashmir".

Gandhi told reporters after an interactive session with students of Kashmir University, "I think we have some of the brightest children in the room behind us. We need to work together with them and with other youngsters like them in Jammu and Kashmir to show them what can be achieved (and) what the future is and that they should take part in it".

Gandhi, who had brought some of the leading businessmen in the country to interact with the students of Kashmir University, said his main aim was to build trust and a long-term relationship with the youth of the state.

"They (students) are very very happy to speak with the businessmen and they are aspirational and we want to fulfill as many of their aspirations as possible. My aim is to develop trust and a long-term relationship with the youth of Jammu and Kashmir," he said.

The Congress general secretary said he had promised the students of university during a similar interaction last year to facilitate an interaction with the titans of the industry.

"I had come here last year and I had promised the students here that I would try to build a long-term relationship with them, to develop some trust", he said.

Gandhi said, "They had mentioned to me that they would like to speak to some big businessmen and discuss job placements. So I had brought some of the titans of the industry to Kashmir to have a word with them".

He said he and the businessmen had a nice conversation with the "very very bright students and we want to try and see if we can build a future together".

Ratan Tata said, "What Mr Gandhi has done is not open a window but open a door".

He said it was for the industry leaders to do something for people of Kashmir so that they become a part of the growth and development of the country.

"It is for us as people in the industry to look beyond our normal places of endeavour to do something in Kashmir, to do something with Kashmir and to do something for the people of Kashmir that will bring prosperity and change," he added.

Tata said the interactive session with the students has displayed the intelligence as also the ability and keenness to participate in the growth and development of India.

"The potential is enormous and I think what has happened is today that the doors have been opened," he said.

City Mobility Plan

The Chief Minister, Omar Abdullah Tuesday said that Government is contemplating to launch a comprehensive City Mobility Plan for the twin cities of Jammu and Srinagar to streamline traffic movement, improve and upgrade road networks, introduce additional commuter facilities including launch of metro service and other programmes in a planned and balanced manner.

“We have already tied up with a national agency RITES to make detailed studies and finalize a report for the purpose. We expect the Agency to start his work in this regard by March this year”, he said adding that the requirement of additional flyovers and bridges in Jammu and Srinagar cities would be conceptualized in this mega development strategy.

Omar Abdullah was speaking in the Jammu District Development Board meeting, said that the culture of Traffic Lights to manage movement of vehicles in the cities of Srinagar and Jammu is yet to be cultivated and Government is also working with two reputed companies to make studies and formulate DPR for this purpose. “Perhaps Jammu and Srinagar are only capital cities in the Country where traffic is not managed by Traffic Lights”, he said adding that this aspect needs focus of attention.

The meeting chaired by the Chief Minister was attended by the Minister for Medical Education, R. S. Chib, Minister for Revenue and Relief, Raman Bhalla, Deputy Chairman Legislative Council, Arvinder Singh Micky, Political Advisor to the Chief Minister, Devender Singh Rana, Chairmen, Advisory Boards, legislators, Chief Secretary, Madhav Lal, Principal Secretary Planning and Development, Khurshid Ahmad Ganai, Principal Secretary to the Chief Minister, B. B. Vyas, Principal Secretary PWD, K. B. Agarwal and senior officers.

Omar said that the 1.20 kilometres flyover road project at Bikram Chowk at a cost of Rs. 91.35 crore and 6-lanning BC Road project at a cost of Rs. 43.9 crores have already been finalized and sent for Asian Development Bank (ADB) funding. He said the 1.9 kilometre Bikram Chowk, road project envisages two sub-ways and one overhead bridge. “We are expecting a team from ADB here shortly to finalize the projects”, he said.

Omar said that he has already released Rs. 1 crore for the development of city roads in Jammu and another Rs. 1 crore is being released shortly. He said Jammu Municipal Corporation has been allotted Rs. 30 lakhs for the development of lanes and drains. “Soon we receive utilization certificates of these funds next installments will be released”, he added.

“Government is also contemplating a new corridor for Poonch-Rajouri bound traffic Bye-passing Jammu city areas”, he said adding that the R&B Department has been asked to make studies for formulating a project to this effect under centrally sponsored scheme of viability gap funding. He said Rs. 19 crores have been earmarked for rural roads in Jammu district in the current District Development Plan and a bridge at Sangad in Nagrota constituency stands preferred to NABARD for funding.

He said that Border Security Force (BSF) would pay rent to the owners of land from the time it has taken its possession for Fencing Of Borders.

“BSF will also pay the compensation to the owners after acquiring the said land. The State administration has finalized an arrangement with BSF in this regard”, he said in response to some points raised by various legislators in the meeting.

Omar said that 49 water supply schemes have been completed in Jammu city where as 44 overhead tanks and reservoirs stand constructed besides, laying of 323 kilometres water pipes. He said various works to improve and upgrade drainage system is already underway in the district.

The Chief Minister announced over Rs. 7.50 crore additional funds for the current district plan to help complete various ongoing schemes. These include Rs. 1 crore untied grants, Rs. 2 crore for HT/LT improvement and Rs. 1.33 crore for irrigation and PHE works.

The Chief Minister directed the Planning and Development Department for working out a scheme regarding setting up of ‘Water Pumps Bank’ on the analogy of ‘Power Transformers Bank’ initiated in the State on the directions of the Chief Minister from last year. “The Water Pumps Bank could prove highly useful to the farmers during irrigation season when pumps usually become faulty and tell upon badly on smooth conduct of agricultural activities”, he added.

The Deputy Chairman Legislative Council, A. S. Micky, Vice Chairmen, Pahari, Kissan, Gujjar, SC and OBC Boards M. A. Bukhari, Rachpal Singh, B. A. Naz, Swarn Lata and Kuldeep Raj Verma, legislators Chaman Lal Gupta, Ashok Khajuria, Yashpal Kundal, Awashni Kumar, Jugal Kshore, Shyamlal Choudhary, G. R. Bhagat, Bharat Bushan, Sukhnandan, Indu Pawar, Ajay Sadhotra, B. R. Kundal, T. S. Wazir and Amar Malhotra in their speeches highlighted various development demands of their constituencies and stressed on launch of new schemes for the expansion of health, education, PHE and communication network in the district. They also raised the points pertaining to the development of border and rural areas of Jammu district.

The legislators appreciated the Chief Minister’s keenness to monitor pace of progress in each district personally and appreciated him for providing new schemes in various sectors.

In a PowerPoint presentation the District Development Commissioner, Jammu, Sanjeev Verma stated that the district has registered 73.68 percent progress under the current District Plan by the end of January 2011. He said out of the total availability of Rs. 102.37 crores more than Rs. 75.42 crores have been spent during the said period. The District Development Commissioner gave sector wise resume of the achievements registered and targets realized in the district under the current plan.

Rs 386 cr for conservation of Wullar Lake: J-K govt

Jammu and Kashmir government has formulated a Rs 386 crore comprehensive management action plan.

Jammu and Kashmir government has formulated a Rs 386 crore comprehensive management action plan for the conservation and management of Wullar Lake in the Kashmir Valley.

Replying to a question of PDP member Nizam-ud-Din Bhat in the Legislative Assembly today, Minister for Forests Mian Altaf Ahmed said that the comprehensive management action plan has been prepared for the conservation and management of Wullar Lake in Kashmir valley.

The project has been prepared in consultation with Wetland International Asia, New Delhi for an amount of Rs 386.39 crore for a period of five years and submitted to the Ministry of Environment and Forests, he said.

Rs 120 crore would be provided under the 13th Finance Commission with an allocation of Rs 30 crore from 2011-12, he said.

For the effective coordination, monitoring and implementation of the programme a full-fledged Wullar conservation and management authority is being constituted, he said.

It is measures 24 kms across and surrounded by towering mountains, The green water of the Wular Lake is an important natural habitat for fish, a rich population of birds and wildlife.

We all know court will finally reject Pakistan claim as same as Pakistan's first application rejected. India already submitted new technical data and we had previously reduced the height of the dam to 37m from earlier projected 98m.

Lets wait and see.
Anyway our deadline is 2016 and the project is in full swing to meet the deadline. You all can only dream that India will stop constructing Rs.3642 crore Hydro Electric Power project that eventually provide better power supply to valley.

Work to begin on tunnel from Ladakh

The Rs. 2700-crore tunnel is the first of the two tunnels to be constructed on the Srinagar-Kargil-Ladakh stretch

The first initiative to provide connectivity throughout the year with Ladakh, which remains severed from the country for at least six wintery months, will be taken up on October 4.

Congress general secretary, Rahul Gandhi, will lay the foundation stone of a 6.5 km-long tunnel, popularly referred to as Z-Morh, the plans for which were finalised by Union Minister for Road Transport and Highways, C. P. Joshi, on Thursday.

The function will be attended by Jammu and Kashmir Chief Minister, Omar Abdullah, and Union Ministers, Ghulam Nabi Azad and Farooq Abdullah, and Pradesh Congress Committee chief, Saifuddin Soz.

The Rs. 2,700-crore tunnel is the first of the two tunnels to be constructed to connect the Srinagar-Kargil-Ladakh stretch, the strategic importance of which was underlined during the Kargil war of 1999.

The tunnel under consideration, located in Ganderbal district, will connect Srinagar with Sonamarg, and the second tunnel of 12.5-km length — Zojila — will be kick-started in July 2013.

The bids for the project, to be built under Build-Operate-Transfer mode (Annuity), will be taken up on October 15.

Apart from unfavourable climate and heavy snow, the stretch is frequently affected by major avalanches.

The new route will help the region and its people, and also sustain the troops posted in the Ladakh region.

Rahul lays foundation for Z-Morh tunnel in J&K

Z-Morh tunnel is the first of two tunnels that will ensure connectivity between Srinagar and Ladakh round the year.

Inclement and chilly weather here on Thursday highlighted the importance of the laying of the foundation for construction of the Z-Morh tunnel that will provide all-weather, round-the-year connectivity with the rest of the country.

A stiff breeze, accompanied by rain and snow, delayed the ceremony that was formalised by Chief Minister Omar Abdullah, Congress general secretary Rahul Gandhi, Union Minister for Road Transport and Highways C.P. Joshi and Union Renewable Energy Minister Farooq Abdullah.

The weather was symbolic of the harsh winter conditions that sever Sonamarg, Kargil, Leh and Ladakh from Srinagar and the rest of the country till May.

The 6.5 km-long tunnel gets its name from its Z formation between here and Gagangir that would avoid the regions of snowfall and avalanches and ensure connectivity with Srinagar. The two-lane, 10 metre-wide tunnel will be constructed at a cost of Rs. 2,716.90 crore. It will also include an egress of 3.5 metres to be used in emergency.

1,000 vehicles an hour

The tunnel, located 2,637 metres above sea level, will ensure the passage of 1,000 vehicles an hour at an approved maximum speed of 80 km per hour.


The Z-Morh tunnel is the first of the two proposed tunnels, which together will provide all-weather connectivity between Srinagar-Kargil-Leh and Ladakh.

The second — the Zojila Tunnel — of 13.8 km length just about 20 km away from this point is estimated to cost Rs. 5,500 crore and is likely to be approved by the Union government soon. The foundation for this tunnel is likely to be laid in April.

The Border Roads Organisation (BRO) is executing the project. Its bidding will be finalised in a week or two. BRO DG Lt.-Gen. S. Ravi Shankar said he was confident the project would be completed ahead of the August 2018 deadline.

Supporting these two tunnels are the Chenani-Nashri and Banihal-Quazigund tunnels, which are under construction to ensure connectivity with the valley and Jammu and the rest of the country.

Less travel time

Once all four tunnels are put in place, the journey from Jammu to Ladakh will be reduced from 50 to about 30 hours. The entire stretch will become motorable throughout the year.


“Any tourist can reach Ladakh in less than 24 hours once the tunnel is constructed,” said taxi driver Bilal, who currently makes the trip in about 48 hours.

Besides strategically helping the security forces stationed in Ladakh, it will raise the quality of life and the pace of development of the entire region, including Leh and Ladakh.
