Development in Punjab by PML-N

First provide proves of your claim rather then, stupid newspaper cuttings. Also, even newspaper cutting "Claims" they have world bank report. And that too happen, after 1 year of your 18th Amendment. What I remember that, there was some propaganda news circulating around, that 18th Amendment so and so.. So SS started to spread a video to clearify his situation, and then proposed sum of 12 Bio-Fuel projects. Which were still waiting in pending list. And in the end, Punjab government started things by their own. I don't know which phase world bank did produce this report? But yes after propaganda by PTI and PPP. SS did started some projects and agreements, which i mentioned in previous post. But I guess you didn't care to read.

But no power project can complete in one year or so. which is why PML-N is claiming to end this power crisis in 2 years. Unlike PTI who will bring some magician baba and do it in matter of days. or APML who completely deny that their is any shortage.

Punjab loses out on upfront tariff for small hydropower projects

The non-serious attitude of Punjab Power Development Board (PPDB) has deprived the province of the upfront tariff for small hydropower projects. In a recent decision, the National Electric Power Regulatory Authority (Nepra) has dismissed PPDB’s tariff petition due to its continued lack of interest and failure to provide required information.
The PPDB had filed a tariff petition before Nepra on April 27, 2012 for approval of upfront tariff for small hydropower projects at different potential sites in the province.
Nepra scheduled a public hearing in this regard on October 4, 2012 but the PPDB asked for it to be postponed for at least one month.
The Authority, being cognisant of the fact that the matter is of prime importance for the country’s energy sector, advised the PPDB to convey a new date for a public hearing.
However, the PPDB failed to communicate anything regarding the scheduling of hearing despite numerous written and telephonic reminders by the Authority.
Nepra feels that the PPDB is not interested in the processing of its petition for approval of upfront tariff for small hydropower projects in Punjab. According to Nepra Tariff (Standards & Procedure) Rules, 1998, the Authority has a stipulated period of four months to decide upon a petition. Under the tariff rules, it can extend this period for a further four months.
Despite the expiration of the processing period, the Authority provided ample opportunity to the PPDB by extending the processing period up to the maximum allowed period of eight months.
PPDB’s tariff petition has now been dismissed. Hence the upfront tariff for small hydropower projects has not been approved. Small hydropower projects are especially suitable for less developed countries technologically and economically. Nepra notes in a recent report that in order for the price of electricity to be affordable, a proper energy mix is imperative.
Over the years, the generation mix, which was earlier in favour of cheap hydro electric power, has deteriorated substantially. At one time, the contribution of hydel energy was around 65 percent in the overall energy mix of the country, which has now decreased to only 29.15 percent, totally disturbing the energy mix leading to an increase in the consumer end tariff.
“At present, the energy mix is heavily skewed in favour of thermal generation, which is mostly based on imported furnace oil. This not only leads to higher inflation but also jeopardises the competitiveness of the country’s industry in the international market,” the report added.
Nepra has stressed that efforts should be expedited to reverse the energy mix towards cheaper hydro and coal resources.

problem is NEPRA dont need documentations for such projects. They just need to set a tarrif

ISLAMABAD, Jan 4: Amid criticism by provincial governments, the federal government has asked the National Electric Power Regulatory Authority (Nepra) to finalise upfront tariffs for coal, sugar and solar power projects without delay to attract investment and bring into use over 12,000 megawatts of generation capacity on the emergency basis.

Sources told Dawn that Nepra had come under criticism at a recent meeting of the Council of Common Interests (CCI) for not encouraging alternative sources of energy when the country faced over 40 per cent electricity shortage throughout the year, affecting industry and economic activity.

The federal government has now circulated minutes of the CCI meeting to put on record their opinions with directives to the cabinet division to pursue the power regulator to immediately finalise upfront tariffs for coal, solar and bagasse-based power projects.

Nepra came under criticism when Punjab Chief Minister Shahbaz Sharif complained that “the regulator is not fulfilling its responsibility in determining upfront tariffs for other sources of power generation, namely bagasse, solar and coal. This is impeding the investment in these sectors and is becoming detrimental to the government’s efforts for overcoming energy crises”.

He said there were 74 sugar mills in the country besides coal reservoirs at Thar, Chagai, Shamalang and at various places in Punjab.

The sugar sector alone has a capacity of about 2,000MW generation through bagasse in case Nepra could give an attractive upfront tariff.

Prime Minister Raja Pervez Ashraf, who served as the power minister for over two years and was personally aware of the situation, ‘endorsed’ the views expressed by the Punjab chief minister.

“Nepra needs to undertake an exercise for determining upfront tariff instead of waiting for applications from prospective investors as earlier determination of upfront tariff will help bringing in investment in the sector and help in overcoming the energy crisis,” he said.

The prime minister directed Nepra that the process “may immediately be undertaken and upfront tariff for all such generations may be determined within a period of one month so that investment could be attracted”.

The prime minister said that Nepra should have in-house capability and expertise to determine upfront tariff for power plants run on coal, wind, solar, bio-gas, bagasse and oil.

He said the tariff should be such that could provide incentives and attract investors.

Sindh Chief Minister Syed Qaim Ali Shah was equally critical of Nepra’s consuming process.

He said that a clear cut policy on coal generation was required to utilise Thar coal reserves.

He said investors had been engaged for over 5,000MW of electricity generation from Thar coal and more could be involved but required predictability of return on investments.

The participants of the CCI said that given the seriousness of the energy crisis, it would be unwise on the part of the government and the power regulator to wait for investors to come up with request and seek tariff determinations.

The state institutions should not only be fully geared to provide readily available tariff models and standards to allow the investors to fit in their detailed project specifications, but also offer upfront tariffs and approach investors.

The prime minister said that upfront tariff model had proved successful when Benazir Bhutto in 1994 took a bold initiative that brought over 3000MW of thermal electricity into the system in a record time and hence the model needed to be replicated for different fuels and technologies.

thats not what I asked, who participated how in NA, I am asking for legislation done in Punjab assembly..

like the recent bill of restricting teachers from giving punishments to kids, action took after watching Geo's program chal para.

there is no single news or report, ( at least I dont know ) on this matter, I will try to find

still looking for your answer on 18th amendment .. PML N leadership was aware of its draw backs but they kept silent and passed the amendment and punjab faced the worst electricity and gas shortage in pakistan's history ... PPP and PML N both responsible on this issue you agree on this statement or not ????
 
I don't understand why they are so obsessed with PML-N.
If PTI utilize their resources in other provinces you can win 90% seats of KPK and Baluchistan you can form your own government show your worth and performance to the world, Imran Khan as a CM (he will look great),
Asad Umer said PTI will create 1 Crore jobs, leave 1 Crore just create 10Lac jobs in KPK and Balouchistan and it will change the face of Pakistan.
In past people associated a lot of bad things with PML-N they proved them wrong with 5 year performance that's why their graph is high and look at the approach and confidence of PML-N they proposed good and neutral names for care taker PM's for free and fair elections (PTI accepted them) and see whats happening in Sindh Gov mqm ka, CM PPP ki marzi ka :D

The guy is actually a Robot. He's dying off cancer but instead of spending his time with his family in his mansions, he's out there in these places for the people.

I am a total outsider and even I know the great work he's been doing. The gov't of Punjab has a LOT more credibility in front of the world (world bank, American and British businesses and educational institutes, etc) than the entire gov't of Pakistan. That doesn't come just by being a local city hero. That comes when you implement real projects for the welfare of a common man and ensure that there is almost 0 to minimal bribe.
In my books, knowing the Indo-Pak region, this guy's one of the doers, not talkers. One of the construction companies CEO that I am close to, tells me that this guy randomly gets to certain projects at 4 AM in the morning. Resulting in everyone scrambling to meet and greet him at 4 AM. He hates the fact that this guy's everywhere but he admires it later that this guy's got so many sides to him. Other CM's and ministers in Pakistan have a staff. This guy's the only one who's not only the CM, but he has other ministries under him. That way, he ensures no bureaucracy stops work and money gets to the right place. He doesn't have to do it but he's taking more on himself so that he can actually show progress.
I don't understand Pakistani politics. But I do understand the culture, etc. It is really sad to see people here discrediting hard work and national assets that weren't built over seven decades. People should be proud of these assets. Ask someone poor who sits in the metro bus every day and appreciates the painless ride to work and back. It's easy to spread hate on the internet, it is hard to even come close to appreciating good things about a person you may not like. Until you become true to your nation and country, you'll never rise as a nation. You guys are very divided.
Ask any American about 911 and post that. They may be from a different party but they'll show you the same strong feelings that go beyond personal bias and party lines. They represent the United States of America. Similarly, when you guys talk, just like Indians do, you should be putting your differences aside and show the world you appreciate the hard work. But you may not vote for this guy as that's your right. If an outsider reader reads these posts and sees pictures....his view of Pakistan will be pretty screwed up as he or she'll feel the CNN shows the right stuff. You guys are crazy, intolerant and don't even work as a nation. I think you guys should change those perceptions by showing unity and nationalism a little bit. There is plenty of good work being done. Someone else you like, can potentially do more but why discredit someone who's already done some work???

He said construction work of houses was still underway and would be completed within the next few days.

The chief minister further said that many accused nominated in the FIR had already been arrested and others would soon be brought to book.
