Of course this is quite expected short term reaction that would have happened by every Gov...But increasing the security forces, does not always guarantee the elimination of terrorism...Security as well as development should be be performed in parallel then only you can stop creating new jihadi terrorist...So find against existing terrorists as well as the future terrorist with combined effort..

Why would Pakistan make PA a counter insurgency force?

Much better idea would be to question Police, ATF, QRF, etc what are they doing? They are the ones who should deal with all these internal problems. In Pakistan every tom dick and harry becomes an expert and questions Army's role. What is provincial govt and their forces doing? They should be trained for these $h1ts, Army should focus on external issues and should not be dragged to deal with these internal problems of policing schools, hospitals or protecting jails.

Army is used to deal with all kinds of threats both internal & External
