A good suggestion to utilize the disciplined force and be equipped with more than appropriate facilities to participate in the development of a country. In Pakistan civilians usually, don't like to work hard and we already witnessed, what happened in the sad Sialkot incident and how it was presented by culprits as blasphemous to misguide the masses. Pakistan aramed forces were already in practice since the decades of 50s at their bases of commercial activities at a very nominal price to its member's families. It was in the form of the following lists:
Transport of school-going children of members families to the schools in the vicinity of Cantt/garrisons and usually that was free.
Establishing of dairy farm to provide milk/butter to the member's families at a minimal cost.
Establishing vegetable farms to provide fresh/seasonal vegetables at minimal cost to the families of members.
Establishing CSD (Canteen Stores Department) facilities (like utility stores) to provide groceries to the families of members at reduced prices.
In the provision of rations (Flour, Sugar, Coal, and Kerosene Oil) to the families of members in reference to the registered members in records; at minimal prices.
I also witnessed here, many of the PDF member's objections to the military budget, as they were never/aware of the facts, how the armed forces were/are contributing to the welfare of the members. They only know about DHA and that's all. They kept a blind eye towards the mushroomed growth of illegal civilian colonies/towers built on government lands by land grabbers/politico groups with the help of 'frontmen'.
To utilize the well-equipped facilities of the armed forces (off-work hours) for the development of auto engineering field; what I know the first initiative was taken by AVM Farooq Umer in the decades of 80s while he was in command of PAC Kamra and while it was not so productive as compared to today. AVM planned with some private group to manufacture the parts of a vehicle known as PROFICIENT. That vehicle resembles in shape with SUZUKI at the time and the private group was utilizing much of the parts from SUZUKI's inventory. Later they decide to manufacture the parts in Pakistan.
Unfortunately, that plan miserably failed as nil public support was there in the market for 'Made in Pakistan'; even today one could find the attitude of Pakistanis to go for 'Made in Pakistan'. We usually prefer to buy foreign/imported items.
