The Russians and the french dont care what India does with their weapons...after all this is the point of buying them. But US cannot do that..they always try to keep balance. Eg They give submarines to pak and P-8I ( sub hunter ) to India. ( this just an example, please dont comment on this. )

F-22 is not for export..but yes..they can modify this rule slightly...don't they???just like Indo-American nuke deal..

The F-22 Raptor is not for export. They aren't even selling it to Japan or Israel. Although, India can look into the F-35 Lightening.

Ironically, India was offered to join the JSF program. India refused...

The option for it is still open though.

They don't currently operate any US-made submarines.

Rightly said, play it right and that's what the US wants - they appreciate our hesitancy, our friendship with Russia, our concerns, it's a mature relationship they desire between two huge nations and we can make it symbiotic. Don't go by their past parasitic allies accounts they suck in identifying long term goal posts, we need to think with a clearer mind.
