Defence Capital budget increased by 16.5% ($13.5 billion).

All this considering the war in Afghanistan and the refugees which we had to shelter, we have to shelter then somewhere. And the money which were to be spent on our own people goes into these which inturn makes more of our people poor.
If India had a situation like pakistan, the entire country would be slum, not that its any different now for the most part. :lol:

Reducing Defence Spending

A Committee of Experts was constituted by Ministry of Defence under the chairmanship of Lt. Gen. DB Shekatkar (Retd) to recommend measures to enhance combat capability and rebalance defence expenditure of the armed forces. The Committee has submitted its final report in December 2016.

An internal committee has been constituted within the Ministry to analyse the report, identify the recommendations to be accepted and to frame the key action points as well as a roadmap for their implementation.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Parvesh Sahib Singh in Lok Sabha today.

Defence Manufacturing

Since opening of defence manufacturing for Indian private sector in May 2001, so far 342 industrial licenses have been issued to 205 Indian companies. However, after launch of ‘Make in India’ Programme in September 2014, the Ministry of Commerce & Industry, Department of Industrial Policy & Promotion (DIPP) have issued 116 Industrial Licences for manufacture of various licensable defence items.

So far 53 Licenses Companies, covering 92 licenses, have reported commencement of production.

As per the current policy, industrial licence is valid for 15 years, which is further extendable up to 18 years. During the period, companies are required to commence their commercial production. However, commencement of commercial production by the companies depends upon the business opportunities available to them.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Gaurav Gogoi in Lok Sabha today.

Defence Deals

Capital procurement of defence equipment is undertaken from various domestic as well as foreign vendors. During the last three financial years and the current year, 72 contracts / agreements involving a total value of Rs. 1,29,918.19 crore have been signed for procurement of defence equipment from foreign countries, including for procurement of 36 fighter aircraft from France. In addition, 111 contracts involving a total value of Rs. 94,020.67 crore have been signed with Indian vendors for procurement of defence equipment during the same period.

Capital procurement of defence equipment is carried out under the provisions of the extant Defence Procurement Procedure (DPP).

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Prof. K.V. Thomas and Shri Ravindra Kumar Pandey in Lok Sabha today.

Though, I agree we used to lag around 2010.
Then, just like GDP per capita or HDI, we got ahead in everything.
Start checking from 80s, India used to have half of Pakistani per capita income and way behind in everything.

Then, start from 90s, it started surpassing Pakistan in everything and gap is enlarging now. 7 years ago, we had same GDP per capita of yours, 7 years later, we will be double!
And more funny is the fact that, in that list, Only india has the highest percentage of 40% poverty and still makes it to the top of the defence spending list. lol
Show me the source which shows 40% of Indians under poverty line. It's 12.4% @ $2 and 7.7% @1.25 braincell.:lol:

As 70 million (36%) of Pakistani population isn't even documented and current poverty ratio, per capita income are based on documented one, Pakistan is even worse place to live than it's being shown.

A key committee set up by Defence Minister Manohar Parrikar to suggest ways to restructure the acquisition wing will submit its report this week which will pitch in for a separate set up for defence procurement. The panel was set up in May last year by Parrikar following recommendations of the Dhirendra Singh Committee, which had given inputs for the new Defence Procurement Policy.

It was headed by Vivek Rae, who had served as the director general (acquisition) in the Defence Ministry.

However, he quit as the chief in November last year following disagreement on key issues with other members of the panel which included former Financial Advisor to the Defence Ministry Amit Cowshish, Air Marshal (retd) N V Tyagi, Lt Gen (retd) A V Subramanian, IIM professor Pritam Singh and Defence Ministry officials J R K Rao and Sanjay Garg.

Parrikar had in February last year said government is “actively considering” a separate set up for defence acquisition.

Ministry sources said the panel’s report is final and will be submitted this week.

The Dhirendra Singh Committee has proposed “Dedicated Procurement Organisation Outside The Government Of India Ministry Structure” in a report submitted in 2015.

It had said the procurement executive, as now established, is a result of the recommendations of the group of ministers post Kargil war and is one of the institutions created as part of the reorganisation of the higher defence management structures.

“It has now functioned for more than a decade. Like any organisation it has its strength and weaknesses. It is our recommendation that the time is ripe for it to undergo a second set of reforms.

“Its main drawback is that it essentially performs line functions whilst being embedded in a larger structure, which is designed to perform staff functions,” the report had said.

Steps Taken on Dhirendra Singh Committee Report


The Dhirendra Singh Committee submitted its Report to the Government in July, 2015. The Committee made 43 recommendations, out of which, 16 recommendations were regarding Make-in-India and 27 recommendations were regarding Defence Procurement Policy.

The Dhirendra Singh Committee recommendations have been examined by the Government and suitably factored into the Defence Procurement Procedure (DPP) 2016, which focuses on a boost to the Make-in-India initiative of the Government of India, by promoting indigenous design, development and manufacturing of defence equipment, platforms and systems.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Harivansh in Rajya Sabha today.

These Indians have no shame. When their people are called slumdog's throughout the world and farmers are committing suicide because of their debt, they are allocating not 10%, not even 20% but 31.13% of their annual budget in defence.
That's like someone spending 1/3rd of their salary in buying guns at the expense of their, broken down leaky house when they have nothing nutritious to eat, can't afford proper education, no proper electricity, no clean access to water, basically a terribly lifestyle as long as they have guns. Only rednecks and Indians do this. Its a shame we are sharing land borders with these retards.

That's why most of your overseas residents identify themselves as Indian. Get a life. We are better than you in every possible way. Development, Education, Economy, Brand recall, Innovation, Space, Education, Military, Future growth, Sports, Sports business, Entertainment, HDI(yes), Per Capita Income.
