Deep water container port planned

KARACHI, Nov 7: A signing ceremony will be held on Monday for a high profile concession agreement of Pakistan Deep Water Container Port (PDWCP) having a draft of 18 metres and could handle super post- Panamax container ships.

The ceremony is expected to take place in President House where Karachi Port Trust (KPT) and Hutchison Port Holdings (Hong Kong) are scheduled to enter into an agreement in the presence of the President General Pervez Musharraf and other high officials.

The KPT is setting up new harbour enclave called the “Pakistan Deep Water Container Port,” at the mouth of existing harbour and at east of Kemari Groyne. In the first phase a 1500 meter quay will is being built to establish the first deep water container terminal in the country and the region with a designed depth of 18 meters.

With 35 years experience in container terminal management, development and operating around 257 berths in 45 ports of 23 countries the Hutchison Port Holdings (HPH) are the largest container operators and handle 59.1m TEUs world wide of which 13.1m is transhipment cargo.

The concession is being awarded on Built Operate and Transfer (BOT) basis for an initial lease of 25 years and could be extended for another 25 years on mutually agreed terms and conditions.

The PDWCT is a green field project in which the Karachi Port will undertake infrastructure development including building of three new breakwaters, extensive dredging work to the tune of 30 millions cubic meters and construction of 1500 meters quay wall at a depth of 18 meters.

The HPH would establish a high throughput container terminal including back-up area, provision of utilities, procurement of gantry cranes and other associated equipment along with computers and management systems. They would also develop container yard, storage and transfer areas, operational buildings, ship to shore gantry cranes, rubber gantry and mobile gantries.

The cost of first phase of the project is estimated to be $1 billion and being developed under public-private partnership. The KPT will invest $450 million for infrastructure development and HPH $557 million.

The salient feature of the concession is that it guarantees an income of $1.14 billion to KPT over the 25 years lease period irrespective of the quantum of through put container traffic. This means that KPT’s investment would be paid back in a short period of six years..

This would also mean that KPT would receive $3.5 billion during the tenure of the entire concession period. As per plans the KPT is expected to hand over the first berth to HPH by 2009 and the subsequent berths at fixed intervals.

The new port will have both road and rail linkages with the hinterland which also includes a proposed Cargo Village in the western backwater of the Karachi Port

With a draft of 18 meters PDWCT would be capable to handle ships up to 450 meters length, 60 meters beam and 17 meters draft carrying 15,00 TEUs which is about the largest container vessel expected to operate in the region for a considerable time in future.

Besides, Federal Minister for Ports and Shipping Senator Babar Khan Ghauri, secretary ports and shipping Fazal-ur-Rehman chairman KPT Vice Admiral Ahmad Hayat will also attended the signing ceremony.

ISLAMABAD (updated on: November 08, 2007, 19:11 PST): President General Pervez Musharraf says construction of $1 billion Deep Water Container Terminal at Karachi would turn Pakistan into a major transshipment hub for regional states, further bolstering the country's trade and commerce.

Speaking after signing ceremony between Karachi Port Trust (KPT) and Hong Kong-based Hutchison Port Holdings (HPH), at Aiwan-e-Sadr Wednesday, he said government has also decided to set up facilities for ship building and repair at Gwadar deep seaport.

Terminal assures minimum royalty payment of $1.1 billion to KPT over 25 years concession period. Of ten draft berths at 18 meters depth four will be completed by year 2010. Under public-private partnership Build, Operate, Transfer concession will be for initial period of 25 years. HPH will be required to develop site into full fledged modern container terminal with capacity of 3.1 M TEUs.

President Musharraf said Pakistan will be one of few countries of the region to provide ship building and repair facilities. Terminal can accommodate some of largest ships operating.

Pakistan serves as hub for trade between Central Asian Republics, Western China, Middle East, Africa and Europe. ``Our strategic location will be used for trade, commerce, which will be beneficial for the country and entire region. We will be on world map of ship building, repair and deep sea container handling in three to four years time,' the President noted.

Terminal will have $457 million Foreign Direct Investment and remaining $550 million investment to develop infrastructure for Phase-I to be made by KPT.

Chairman KPT Vice Admiral Ahmad Hayat briefed about project which assures minimum royalty payment of $1.1 billion to KPT over 25 years concession period. The total expected income stands at $3.5 billion in same period.

He said first vessel is expected to sail into new terminal by 2010. It will also have a road, rail link with rest of country, including a proposed cargo village.

He said Karachi port will be able to handle longest and deepest vessels that may traverse seas. In Phase I, terminal will be able to handle Super Post Panamax Container ships.

HPH is one of the world's largest container terminal operator and handled 59.1 M TEUs worldwide, of which 13.1 M TEUs were transshipment. It operates 257 berths in 45 ports in 23 countries.

Glad investment has not been disrupted too much due to the emergency - also the 225 mill investment in the new cement plant.

Dear AM,

There is always a slip between the cup and the lip. Such a port comming up even without the emergency in 2-3 years is unheard of. Please remember Hutchinson is a global port company run by shareholders and unless Poors and Moody raise the investment standards from negative to stable no one will invest.

However when the port comes up it can become the gateway for Afghanistan and further areas. Its location is ideal.

Rainwater falls on the roof of houses is soft and free of microorganisms. Rainwater tanks are installed on the ground to store rain water and the stored water can be used for commercial purposes.

Its under construction and a lot of work is being done. A harbour crossing bridge is also planned. Don't know how much of it is going to be done now though since the great Governor of Sindh and Minister of ports and shipping have both resigned and have been replaced by corrupt thieves.

yes yes whatever you say but can you please tell me on the completion of project so far? what have they completed so far in 5 years?
 
Reclamation of the land I think has been done or still some is left to be done. Construction of Berths, Quay Walls and terminals has started. Overall project is expected to be finished in 2013. Now again with a new Ports and Shipping Minister, new Governor and Sabse Bara Badmaash Zulfi Mirza expected to hold the CM's chair I don't know what's going to happen.
 
can new ports be constructed near thatta side, is it possible??
