From Lahore he can effectively administer Punjab elections - with good performance in Punjab elections you can easily get 2/3rd majority (if you add in KPK, Karachi, GB, north Balochistan)

Cause if they did, Sepoys will go back to complete slavery under Amreeka bahadur and that way China will be surrounded by hostile powers. They want to maintain some leverage over the Sepoys, especially since they've invested so much in CPEC.
