India is huge country with 1.3+ billion population... we are still a developing country... there are obstacles in our way... but our living standard improving slowly... these kind of incidents happen in remote areas or due to sick mentality of some people... it doesn't mean you can blame a country.... it will take time improve... as i said earlier... in some cases culprits may not be aware about he/she is an dalit.... Crime rate in pakistan is far more than us....
