D.O.T. seeks Tel Comm nod for National Telecom Network Security Coordination Board
Board to oversee telecom, cyber security related issues to avoid overlap between different ministries, intelligence agencies
The Department of Telecommunications (***) has sought approval from the Telecom Commission (TC) to create Telecom Security Directorate and form National Telecom Network Security Coordination Board that will oversee telecom and cyber security related issues to avoid overlap between different ministries and intelligence agencies which are currently handling the issues.
The TC will send its recommendations on the issue to the Union Cabinet as it does not have the power to give the final approval, according to a recent communication. However, TCs recommendations may also be vetted by the Ministry of Finance before sending those to the Cabinet, it added.
The National Telecom Network Security Coordination Board (NTNSCB), which will be located in *** and would be headed by the telecom secretary, will have representatives from the defence and home ministries, intelligence agencies, IT department, intelligence bureau, National Security Advisor and NTRO, and it would also create a few new positions, according to the communication.
Once the Board is set up, security related issues will not face unnecessary delay in decision making.
According to the communication, the Government also has plans to set up Centralised Monitoring System (CSM). It would also set up a Centre for Communication Security Research and Monitoring at an estimated cost of Rs 400 crore. The Cabinet Committee of Security has already allotted Rs 400 crore for CMS which is yet to be operational.
