I kinda agree with this move for the following two reasons:
1. the poor and the lower middle class educate their children in urdu medium schools and colleges (cuz they're cheaper). These young folks are very talented and intelligent but due to their lack in fluency in english, they are left behind while students from the more affluent and liberal class who are educated in english medium schools and colleges get undue advantage merely because of their skill of just one language.
2. following on number 1 above, the the liberal more affluent class candidates are more likely to be pro west and against Pakistan's core values while the urdu speaking ones are more likely to be resistant towards western values are more like to be pro core values of Pakistan.
