We were on way to minister's residence - Says railway security official

Two top railway officials, Railway Minister Suranjit Sengupta's assistant personal secretary (APS) and his driver along with Tk 70 lakh were going to the minister's Jigatola residence on Monday night, intelligence sources told The Daily Star yesterday.

The minister, however, refuted the claim.

Railway's Dhaka division Security Commandant Enamul Huq, one of the four persons who were detained by the Border Guard Bangladesh personnel at Pilkhana with the money, claimed yesterday he did not know that railway General Manager (East) Yusuf Ali Mridha and railway minister's APS Omar Faruq Talukder were going to Suranjit's house with the money.

"I came to know about the money when microbus driver Ali Azam drove into the Pilkhana headquarters around 11:30pm, screaming that there was illegal money in the vehicle," he told The Daily Star at his office yesterday.

Sources say the driver might have created the scene as he was refused Tk 5 lakh as a share of the amount.

After the scandal came to light on Tuesday, Suranjit told reporters he was unaware of the movement of the four, saying he was not supposed to know their whereabouts after office hours.

The Daily Star tried to talk to the four persons, but could reach only Enamul Huq at his Kamalapur Railway Station office.

Yusuf Ali Mridha was neither found at his Railway Officers' Staff Quarters residence nor did he receive calls despite repeated attempts.

The cell phones of the minister's APS and his driver were found switched off.

Maj Gen Anwar Hossain, BGB director general, on Tuesday told The Daily Star that his force had freed all the four detainees.

But Enamul yesterday said the BGB men still had Ali Azam, the driver, in their custody.

"As the driver was not released, another person called by the minister's APS drove us out of the border guard headquarters," he said.

This paper has made repeated attempts to contact a number of BGB officials to verify Enamul's statement but none of the border officials took any call.

Reports suggest that Suranjit had asked the BGB authorities over the phone to release the four detainees.

Asked, the minister told journalists after a meeting at the Jatiya Sangsad Bhaban yesterday that the newsmen were making it up.

ENAMUL HUQ'S VERSION:
According to Enamul, he got involved in the incident as Yusuf Ali Mridha asked him to go to the minister's house that night.

"First, we reached a house at Dhanmondi-3 by the car of the general manager [Yusuf Ali]. I waited in the car as the GM entered the house. About an hour later, the GM and the APS [Omar Faruq] came down and asked me to leave the car and get into the microbus of the APS," said Enamul.

"We arrived near Pilkhana around 11:30pm, and the driver drove the vehicle into the BGB headquarters through gate No 4."

"At one stage, the driver asked the BGB men to detain the GM and the APS, as he screamed there was illegal money in the vehicle," Enamul said.

"At this, Omar Faruq told the driver and the BGB men that there was no illegal money and that it was his money. He [Faruq] said his relatives gave him the money for business and for his sister's marriage," Enamul added.

Following arguments for around 40 minutes, some BGB personnel approached the microbus and took the keys.

"The BGB men kept us in a room in Pilkhana [on Monday night] and on Tuesday they freed three of us after verifying our identities but kept the driver detained," he said.

Replying to a query, Enamul said none intercepted them to know their identities when the driver drove the microbus into Pilkhana.

It may be mentioned that the BGB headquarters is heavily guarded and it is quite impossible for outsiders to enter it without the BGB members checking their identities.

To become a minister one has to pay high amount of money to bnp.Its also applicable to get the nomination.

You guys have no idea how corrupt Andalib is. He runs huge illegal VOIP business in BD in collaboration with Sheikh familly. He is relatd to Sheikh familly anyways.
 
'Railway-gate' Scandal- Suranjit comes under fire

Railway Minister Suranjit Sengupta received heavy flak from various quarters over the seizure of Tk 70 lakh from his assistant personal secretary's car Monday night and his handling of the matter afterwards.

Sources in the railway said Rail Sramik League, ministers, lawmakers, ruling party leaders and a section of corrupt railway officials were taking bribes from job seekers. The railway ministry recently started recruitment of 7,500 people.

A senior railway official on condition of anonymity said, “Tk 2 lakh to 5 lakh is being taken from each candidate.”

Looks like 70 lakh caught red handed is just tip of iceberg. Even on average Awami League minister and his sidekicks collected 3 lakh taka then total amount of

bribe Awami regime taken is

7500 X 300000 = 2250000000 or 225 crore taka. That is staggering amount.

Now imagine Awami regime was planning to recruit 10000 additional police. How many MORE hundreds of crore taka Hasina and Awami regime was planning to collect?

Regulator gives Suranjit's son lucrative interconnections licence

Rail Minister Suranjit Sengupta's son Soumen Sengupta was awarded a Tk 5-crore telecommunication gateway licence yesterday, just two days after the railwaygate scandal involving the minister's close aide and two top railway officials.

Soumen, who worked at internet service provider Agni Systems Ltd six months ago, had to pay the telecom regulator Tk 5 crore in licence fees. The amount was paid between March 2 and April 2.

Prior to his joining at Agni Systems, Soumen worked for Nextgen Networks, an IT firm, from March 2010 to May 2011, according to his profile on social networking site LinkedIn.

“He [Soumen] withdrew around Tk 50,000 a month in salaries from Agni Systems,” a director of the firm told The Daily Star, wishing anonymity.

According to Suranjit's wealth statement submitted to the Election Commission before the 2008 election, his annual income amounted to Tk 7 lakh, whose sources were house rent, fisheries and farm land.

Suranjit became railway minister in December last year. Before that he was the chief of the parliamentary standing committee on law, justice and parliamentary affairs ministry.

A seven-time parliamentarian, he is currently under fire following the recovery of Tk 70 lakh from the microbus of his Assistant Personal Secretary Omar Faruq Talukder on Monday night.

BGB members seized the money and detained Faruq, his driver Ali Azam, Railway General Manager (East) Yusuf Ali Mridha and railway's security officer Enamul Huq after the driver drove the microbus into BGB's Pilkhana headquarters in the capital.

At one stage, Azam started shouting that there were stashes of illegal money in the vehicle, prompting the BGB men to detain them and seize the money.

A number of intelligence officials told The Daily Star on Wednesday that the microbus was actually on its way to Suranjit's Jigatola residence, a claim refuted by the minister.

The minister came to the spotlight again yesterday after Bangladesh Telecommunication Regulatory Commission (BTRC) awarded his son's company, Sengupta Telecommunication Limited, an interconnection exchange licence.

BTRC Chairman Zia Ahmed said Soumen himself collected the licence and that all the due process was followed in awarding the licence. Of the 22 licences awarded, 21 were handed over yesterday, he added.

A telecom expert said setting up a telecommunication company requires an investment of Tk 30 crore at least.

Despite repeated attempts, Soumen could not be reached for comments on the source of the money he paid in licence fees.

Money seizure mystery deepens
Driver Azam remains untraced

The whereabouts of the driver of the railways minister’s APS Omar Faruk Talukder, who was detained along with Faruk and two others after he drove straight into the Border Guard Bangladesh headquarters with a large amount of money stacked in a microbus on Monday night, could not be known even four days after the BGB had reportedly released them.

The Dhaka Metropolitan Police, however, said that they had not received any complaints from the family of the driver, Azam Khan.

Azam, 38, son of Dudhmiah Khan of Nayagaon village in Dakkhin Matlab upazila of Chandpur, used to live along with his wife and an eight-year-old daughter at Sher-e-Bangla Nagar near the Jatiya Sangsad Bhaban, his family said but could not give his address.
His father, who lives along with the family in Chandpur, said he was worried as his son remained untraced since he had reportedly been released by the BGB authorities.


The BGB authorities remained tight-lipped after they had released Omar Faruk, two railway officials and Azam hours after detaining them for ‘possessing’ more than Tk 70 lakh.
When contacted over mobile, the BGB director general, major general Anwar Hossain refused to say anything other than that the BGB had released them.

Suranjit retains Cabinet berth

Dhaka, Apr 17 (bdnews24.com)—Suranjit Sengupta, who resigned on Monday over cash-scandal involving his personal aide, will remain in the Cabinet as a minister without portfolio, an official handout said Tuesday.

"The prime minister relieved Suranjit Sengupta as railways minister and made him a minister without any portfolio," the announcement said.

Sengupta, when reached by bdnews24.com by phone, refused to comment on the latest development.

"I don't want to make any comment," he told senior correspondent Moinul Hoque Chowdhury. "Please try to understand my position and please cooperate with me."

The development came barely 30 hours of his announcement of resignation at a press conference on Monday.

On Sunday night he had a brief meeting with prime minister Sheikh Hasina. The following day Suranjit announced his resignation taking blame for the incident as minister, protesting his innocence.

He came under pressure after his assistant personal secretary (APS) Omar Faruq Talukder was detained by the Border Guard Bangladesh personnel in the early hours of Apr 10 with unaccounted-for Tk 7 million in the car carrying Faruq and two top railway officials.

The officials are Railway Division (east zone) Yusuf Ali Mridha and Government Railway Police (GRP) (Dhaka zone) commandant Enamul Haque.

Mridha and Enamul were temporarily suspended and Faruq was fired on Sunday.

Suranjit on Monday told the press that he expressed his desire to resign when he met prime minister and she agreed.
A very depressed Suranjit, who has been in politics for over 50 years, told the media call, "I'm facing a difficult test at the end of my life."

However, he put this resignation 'just a break' in his journey in Bangladesh's politics. "I'll prove my innocence and will be back in politics in a transparent manner," Suranjit said at Monday's press conference.

Suranjit, who has been MP in most parliaments formed since independence, took oath as the railway minister on Nov 28 last year. This is the first time Suranjit became a minister. During Awami League's last tenure, he was Hasina's parliament affairs advisor.

Dhaka, Dec 23 (bdnews24.com) –The judiciary is the most corrupt service sector, says a Transparency International, Bangladesh (TIB) household survey report.

The Berlin-based corruption whistleblower in its report 'Corruption in Service Sectors: National Household Survey 2010' says among the judiciary, the High Court is where exchange of kickback takes place the most.

TIB executive director Iftekharuzzaman revealed the report at a roundtable held at the auditorium of Bangladesh Institute of International and Strategic Studies (BIISS), Dhaka on Thursday.

The survey was conducted on 6,000 households in 64 districts from June 2009-May 2010.

The report says 88 percent households of the country have been victims to judicial corruption while 79.7 percent have suffered due to corruption in other law-enforcing agencies.

Besides, 71.2 percent households have suffered due to corruption in land administration, 51.3 percent for taxation and value added tax (VAT) while 45.9 percent for corruption in power sector.

Each of the household paid Tk 7,918 in bribes on average to the judiciary, a bigger chunk of which was spent in the High Court.

The report says 73.6 percent households gave bribes to the High Court, 58.9 percent to the Magistrate's Court and 58.4 percent exchange bribes at the Judge's Court.

Of them, each household provided Tk 12,761 on average to the High Court, Tk 6,598 to the Magistrate's Court and Tk 6,178 to the Judge's Court.

Other than these, 56.3 percent household had to pay bribes for quick disposal of cases while another 32.7 percent bribed to manipulate verdicts.

The TIB conducted a similar survey in 2007, the results of which showed that judicial corruption stood at 47.7 percent while 96.6 percent corruption by law enforcers.

The new survey shows corruption has declined amongst law enforcers while judicial corruption marked a rise.

According to the report, corruption is higher in rural areas as 87.5 percent of the households in villages face corruption while only 79.3 percent in urban areas.

Service sector-wise analysis, however, shows law enforcers were ahead in taking bribes while illegal money collection 68.1 percent. Land administration followed closely with 67 percent, while judiciary 59.6 percent and income tax, VAT and excise division 43.9 percent.

The report also says the total estimated bribes and amount of illegal money collection nationally was Tk 95.91 billion, which averaged Tk 3,184 per household.

As we already know Suranjit farcical resignation was only for one day for blatant eyewash and for media circus. As earlier report indicated right after Suranjit caught red handed he called for help in india. By yesterday evening indian finance minister and de facto indian handler of Sheikh Hasina, Pranab Mukherjee called her to instruct that Suranjit should stay as minister and his corrupt activity should be swept under the rug. Well, Sheikh Hasina duly obliged and instructed her cabinet secretary to issue press release that Suranjit is staying as minister without portfolio.

The funny resignation game in Bangladesh

Current government of Bangladesh Awami League has surely given birth to the biggest joke in country's politics by restoring the ministerial position of extremely corrupt minister in charge of the railway ministry in Bangladesh, brief-less lawyer Suranjit Sen Gupta, who resigned from his post on April 16, 2012 amid bribery scandal, where stacks of money were recovered from the position of his personal staffers, which were en-route to the minister's house. Through the resignation though Suranjit Sen Gupta, who enjoyed the status of a "veteran parliamentarian", finally landed into the status of a corrupt political clown in the eyes of the people at home and abroad, but he also exhibited his hidden power by forcing Prime Minister Sheikh Hasina in swallowing her order of forcing minister Suranjit Sen Gupta to quit and later bringing him back to the cabinet as a minister without portfolio, thus naked exposing the political and administrative bankruptcy of the government. It may be mentioned here that, Suranjit's assistant personal secretary [APS] Omar Faruk was caught with two corrupt senior officials of Bangladesh Railway with large sum of bribe money, during the late hours of April 9, 2012. Subsequently on April 15, 2012, Suranjit Sen Gupta was summoned at the official residence of the Prime Minister, where he was asked to give explanations of the incident of April 9, 2012 night, where his staffers were caught with stacks of money en-route to the minister's residence. Suranjit tried to defend himself with numerous stories, similar to those of what he told the media since the scandal broke, while the Prime Minister did not buy such lies of the railway minister and asked him to quit the post. Suranjit played all of his cards in not being axed from the cabinet, while the Prime Minister reportedly told him that his [Suranjit] corruption as well as corruption of his son and inner-circle cadres of him was already within the radars of various intelligence agencies.

The mysterious bounce-back of Suranjit to the cabinet has generated more curiosity in country's political arena than it did when the minister was caught red-handed on the bribe scandal. It is rumored that two of the very influential political figures in India made calls to Bangladesh government and expressed their annoyance over forcing Suranjit Sen Gupta towards resignation. They even reminded the government that prior to the general election in 2008, current Prime Minister's son, Sajib Wajed Joy wrote in an article that Bangladesh Awami League aspires in putting a Hindu leader into the post of country's Prime Minister, if voted into power. One of the callers from India even said that, ousting Suranjit Sen Gupta will simply prove that Bangladesh Awami League made such publicity with the motive of getting sympathy of the minority voters. Being hapless with such harsh comments, the government had no option but to bring Suranjit back into the cabinet, while it is also indicated that all investigations against him and his son will also be dropped immediately.

Suranjit Sen Gupta's only son Soumen Sen Gupta became a multi-millionaire from being a mid-level employee in a telecom company, overnight after his father became the railway minister. He paid TK 50 million only as license money for obtaining a telecommunication license, while he also is set to invest few millions of dollars in this business.

Suranjit's return to the cabinet in less than 24 hours has given birth to strong speculations that the current government in Bangladesh is remote-controlled from the neighboring nation, while their agents within and outside the government are visibly more powerful and influential than many of the front-ranking politicians in the ruling party.


Another source said, Suranjit Sen Gupta's statement of taking break from politics for the time being till he is found clean was actually an indirect threat to the ruling party, as it greatly depends on this man in question of a number of legal issues, which includes holding of next election under the neutral caretaker government. It is Suranjit, who's primary goal was letting next general elections be held under the ruling party, thus abolishing the caretaker government system.

Resignation of corrupt Suranjit Sen Gupta was though a huge drama, his return to the cabinet in less than 24 hours is truly a mega-drama, which not only will now smash the remaining image of the ruling party, but will also prove to the locals and international community that the government of Bangladesh Awami League is not only indulged into limitless corruption, but it also has developed the habit of compromising with corruption and corrupts. Certainly such images and impressions are neither good for democracy nor acceptable for good governance. This particular instance now will remain as the darkest example of corruption within the people holding power in Bangladesh.

While corruption is regrettable, but it is a fact of life in many country, the difference is a matter of degree. There is a difference between corruption of BNP and RAWamy League. The BNP corruption money usually stays in the country and possibly get recycled in the economy creating jobs and growth, whereas much of the corruption in RAWamy League era, the money leaves the country and Indian influence and control of the country deepens. Given these two evils, we should be intelligent enough to pick the lesser evil.
