Creation of Hazara Province

You are right new provinces are not needed
More provinces mean more pervez khattaks and Murad Ali shahs
Government should empower district level local government education health police should be under federal government's control
Waste management type departments under district and union council governments
The reason of this saraiki movement is capital of Punjab is in a corner of Punjab and standard punjabi is also language of that area
When you go in South West language becomes very different from the standard punjabi
And imaginery mehromion ka rona rotay Hain cholistan thal and sulaiman areas are backward because of natural reasons not due to government's negligence
Areas like Multan Muzzafargarh and agricultural areas of DG khan and Rajan pur are like any other area of the Punjab

One thing I agree is to move the power and responsibilities to district level.

So what should be district government responsibilities?
  1. Economic Development:
    • Economic development and community development initiatives, this will assist Federal government.
    • Every small Business must be registered with district and pay the annual registration fees (Standard fix fee).
  2. Environmental Control: Solid waste disposal, support Federal government with air and water quality management
  3. General Government:
    • Vehicle registration, both personal and commercial.
    • safety inspection & Emission testing of personal and commercial vehicles must be done at district approved locations.
    • Assist in Taxing, budgeting, purchasing, property management, building inspections, district facilities management, planning and zoning.
    • human resources administration, board and commission appointments
    • Assist with election.
  4. Health:
    • Assist federal government with various children and family services including Family Planning Association of Pakistan (FPAP), Child adoption, Child protection services, Benazir Income Support Programme (BISP) and poverty elimination programs.
    • Also assist with mental health services, health and hospitalization,
    • registration of all medical facilities including clinics and hospitals within district government. .
  5. Judicial: Court records archive, title issuance, collecting and disbursing court costs (Clerk of Courts); operations of appeals, common pleas, municipal, juvenile, probate, and domestic relations court.
  6. Public Safety:
    • Each district will have it’s own police department which will report to Deputy commissioner of the district. In maters related to district police, DC will report to Commissioner of Division (or CM if you want to keep the provinces).
    • Rescue 1122 service and District security
    • disaster planning and emergency management (EMA)
    • regional law enforcement information network (CLEAR)
    • criminal and civil attorney, law enforcement, jail operations, court security, crime investigation.
  7. Public Works: Water and sewer treatment plant, Construction and maintenance of the roads and bridges within district.
  8. Recreation: Financing and operations of parks, historical building and monuments, Zoo, Cultural activities, Museum, etc.
  9. Social Services: Job and Family Services, Vocational training, Senior services.
We have 132 districts in Pakistan. If every district government start working and fulfilling it's responsibly, we will see some real progress in the country.

Either change the entire structure or give the other ethnicities their own provinces too. I agree that this is the wrong approach but, then again, when has any govt (mil or civ) undertaken massive and sweeping structural reforms of value?
 
I don't care about history. Sindh me sindhi, punjab me punjabi, balochistan me balochi hain. Lets change these first.
Language based Provence banana or Provence ki language ko usky name pr rakhna 2 alag cheezain hain. Punjab Sindh or Baluchistan in sb k name phly rkhy gye thy orbyahan boli jany wali languages ko baad me ye name diye gye pr 1 language ki base pr Provence banana bilkul alag cheez hy or aesa ni hona chahye jese Saraiki base pr ni hona chahye balky Bahawalpur Provence hona chahye

immediately creates committee in federal to make hazara province.

Karachi people should realize where they have voted.

I totally agree. Which is why I said I am against divisions and subdivisions based on ethnicity and language. If anything, everything should be redrawn for purposes of better management and geography / economic activity, etc.

While the names may be taken from rivers, etc., they still mirror the names of the major ethnicities or languages in said provinces.
 
Bad idea. Doesn't accomplish anything, very arbitrary, and just another excuse to have more people steal money from govt.

There is no benefit, it is a waste of time and resources, and the government has a really bad grasp of priorities. Why aren't the other provinces split first? This one is marginal if it's based on ethnicity. Just a complete waste of time and will really tarnish this party's image if they go down this road.

Its not complicated at all just because some 5% pashto speakers live in Battagram. Sindh province division basically mean Karachi which will not happen. Rest of regions like Hazara, bahawalpur, south punjab are fair game.

PTI won because they promised hazara, south punjab province. But it will not happen before south punjab province.


Hazara province proposal still intact, lawmakers say


PESHAWAR: Demand for creating a separate Hazara province has not died down with the demise of its pioneer Baba Haider Zaman as the lawmakers of the ruling PTI and opposition’s PML-N from the region insist that the issue is still alive.

“MPAs representing Hazara region will take up the issue with Prime Minister Imran Khan very soon,” said Khyber Pakhtunkhwa Assembly Speaker Mushtaq Ahmad Ghani, who belongs to Abbottabad.

He said that he and other MPAs had joined PTI in 2013 after the party pledged creation of Hazara province.

“Let me make it clear whenever South Punjab province is created, Hazara province will also emerge,” said Mr Ghani, who had won elections as an independent candidate in 2013 and later joined PTI with a promise about creation of Hazara province.

Baba Haider Zaman, who had launched the movement for Hazara province, passed away on October 24 last. He had launched the movement for a separate province when the erstwhile North West Frontier Province (NWFP) was renamed as Khyber Pakhtunkhwa after the passage of 18th Amendment in 2010.

The renaming of NWFP had sparked protests in Hazara division, mainly in Abbottabad, Haripur and Mansehra that left seven people dead while around 200 got injuries in clashes with police. PTI had capitalised on the issue of creation of separate province in 2013 general elections and consolidated its vote bank in Hazara that traditionally belonged to PML-N.

MPAs from Hazara including Mushtaq Ghani had moved a resolution in the provincial assembly in March 2014, demanding creation of Hazara province. The resolution was passed with majority, but it could not get two-third majority of the total members of the house.

Constitutionally, such resolution requires two-third votes to make it binding upon the government to implement it.

Linguistic division was very much visible in the assembly when the resolution for Hazara province was moved as the PTI lawmakers, except those belonging to Abbottabad, Haripur and Mansehra, were not in favour of division of Khyber Pakhtunkhwa on ethnic and linguistic grounds. PTI was enjoying simple majority in the provincial assembly in 2013 and had a coalition government.

Presently, PTI has 82 MPAs in the 124-member house and does not require support of any political party to pass resolution for creation of Hazara or any other province. The ruling party is enjoying two-third majority in the provincial assembly and can easily pass resolution in this regard.

PML-N, the staunch rival of PTI, is also in favour of creation of Hazara province. MPA Sardar Aurangzeb Nalotha of PML-N said that his party had never backed out of the demand of Hazara province. He said that if PTI moved resolution for creation of Hazara province, PML-N would support it.

“PML-N has only six MPAs. Let the PTI table resolution for separate province and we (PML-N) will support it,” said Mr Nalotha.

Minister for Law and Parliamentary Affairs Barrister Sultan Mohammad Khan said that the resolution passed in 2014 was not binding on the government as it lacked two-third majority. He said that PTI had the required number of votes in the provincial assembly to again pass such a resolution with two-third majority, but the party also required the same number of votes in National Assembly and Senate for making amendment to the Constitution.

“The previous resolution passed with simple majority is irrelevant. A fresh move I required to be passed with two-third majority,” said the minister. He expressed ignorance about any commitment of the party leadership with the MPAs from Hazara division.

PTI, which has coalition government in the centre, has presently focused on creation of South Punjab province. The party needs support of other political parties in upper and lower houses of the parliament for making South Punjab province.

Mushtaq Ghani is confident that the party would set up commission for creation of new administrative units including Hazara province. “Making new administrative units is essential and people of Hazara voted for PTI to create Hazara province,” he said.

South Punjab province is stupid idea and Bahawalpur is even more stupid
Proposed south Punjab province has a population of 20 million and North Punjab has a population of 90 million
People say Punjab should be divided because it has large population

If this divide is about population then North Punjab should be divided in at least 3 or 4 provinces and if it is about area then Balochistan should be divided in 3 or 4 province and Sindh in 2
And if you want to create Bahawalpur province then Punjab should be divided in 10 provinces
And if it is about language then language of most of the areas of Punjab is more closer to saraiki than punjabi
Better option is divide Punjab in 2 parts with 50 fifty million population

At present, Hazara is a region in the Khyber Pakhtunkhwa province, consisting of seven districts: Abbottabad, Battagram, Haripur, Mansehra, Upper Kohistan, Lower Kohistan, and Torghar.

I think this step reflects an increasing realization among Pakistanis that there is a need to divide the existing provinces into smaller, more manageable provinces.

Should we expect more announcements about more new provinces?

What benefit will give to Hazaras to make a new Province other than a new identity.

Its good to have small provincss but we shouldn't hurry. I mean split one province into two and then give it 5 years to develop, just like they are doing with fata. Specual funds for next 10 years.. This way its more managable and in a control way.

Hazara is a small area managing it isn't difficult
Area of Hazara is 18000 square kilometres it's smaller than many districts of Pakistan
Making hazara province I think is easiest all government machinery like police schools hospitals etc is already working there bas command change honi ha
But how will it benefit people of this area or Pakistan

You ever went to torghar? I am pretty sure it is in hazara region. But have you seen the situation of health education and other facilities there? One of the lowest ranking in HDI list too. So what i am trying to say is that not all hazara is well developed, you need to work on that. And then come the connectivity part,. Its a big problem between towns, villages and some cities too. Road network is in really bad shape and at some place nonexisting. It will still require a 300 billion special fund and atleast 5 years of controlled improvements to all systems of that region.

Well, first of all. They wont need to visit peshawar for petty issues like administrative issues, the officers cader (who normall report to peshawar every week as its where their ministries have offices,. Similarly many other things. Along, ofcourse The Highcourt.

South punjab including Bahawalpur is 1/3 of punjab population. After that no province will have majority of population in Pakistan.

New provinces will only be made where there is demand like in south punjab and Hazara. Not in places like Karachi where only one racist ethnic party demand separate province in ethnically diverse Karachi.

Meanwhile in Hazara everyone want province no matter which party they vote for.
