It's a well known fact that Muslims are spread across India. However, seeing as we are way outnumbered by Hindus, it is not conceivable that we would be in an actual majority in too many villages or towns or cities, leave alone districts or states.
So here I disagree with the solution being put forward by Show.
Neither should any Indian have to move to eat. He or she may move for employment. But to eat? Never. This is our country. Each and every one of us. There will be no more segregation. No more divisions.
Every Muslim (or Christian or Dalit or indeed beef eating Hindu - there are many more than let on here and on social.media) living anywhere in Zindia should have the means to eat as he pleases. When he pleases. In safety.
This on the back of the existing fact that (happily to a large extent because of dietary differences) most places Muslims tend to live together. Also for safety of course. Let's face it. This is India.
So you have Government notified abbatoirs making beef available in Muslim dominated areas. In cities, towns, villages. For those who want to procure beef from.
This is out of sight of Hindus. No Hindu around to get offended. And life goes on as before. Normal. People well fed. And social harmony having one less chance to break down.

Hindus should first define their religion properly , same as Islam is defined in miniscule details.

You either misunderstood what I stated or you are just acting ignorant, I said that a State government should bring in a law where if a district/Town is non-Hindu majority, they can legally have a slaughter house and can consume beef in that particular district/Town. Local administrators(like collector/Mayor) can enforce those laws going by the demography. You don't need Finance ministers or Home ministers for this in each district.Do you have Finance, Home, Law etc ministers by each district? You would have Mayors and Collectors.
Even in US the laws are by state. For example, In a democratic blue state like California, San Diego county is a Red county but they have to live with the laws of the state even if they don't like them.
We would have to either carve out new states or union territories for people who want to eat beef.. That's the easiest way.

The issue is BJP has a problem with what you stated hence I thought let's beat them with their stick. If they are stating that Hindus are minority in that Geographical area hence a different law, why not implement it at a micro-level.Bro how many district/towns in India will have a non Hindu majority?

It is not that simple.
Laws are made based on majority opinion without any discrimination. Now what is the basis to discriminate and make an exception for a city or district? It would be Muslim majority, correct. Now this would be be a slippery slope as each group would start asking to make an exception. Someone could ask for an exception at a neighborhood level or street level as @adil_minhas says that there are hardly any districts where Muslims are a majority.
Also, one should be careful what one wishes for. Tomorrow some Hindus groups would start asking for exceptions which are deemed sacred for Muslims.
When you implement a Law it have to be across the board with no discrimination.

Center and State governments are matured levels of government branches. Districts, Cities are not.
