Don't know how true this is but here it is:

The more you are buying from a country, the more "aid" you will receive from that country. The "aid" part is for the elite to keep policies and bureaucracy in line.

I think they shouldn't be financing such projects and that is the point. Even when Pakistan donated three million dollars to Palestinians, I argued Pakistan should be focusing on it's own people. Three million is a lot for a country like Pakistan.
