Most people get drawn in the debate of who got how much aid. All developing countries take aid and then use it to improve a certain aspect of their economy or multidimensional development.

The aid given by OECD is donations as well as loans. Loans are mostly at very low interest rates and easy on the country taking it. Nations are able to get loans if they maintain a decent fiscal management and their track record is proven. Some nations don’t due to factors well known.

People loose sight of the expenditure of the aids, either loan or donations. That is what should be more important than who got how much.

One good example is Turkey. Look at the aid received by them from OECD. Are they poor? Do they look bad in like the nations in SE Asia? They have spent the money well and have brought their nation to decent standards.

Even China has taken aid in the past. Now they are net donors because they spent their money well.

It is time to focus on spending the donations and loans well and plan the future rather than getting elated over who got how much. If one still wants to do that, then don’t forget per capita figures and not the absolute numbers.

And the 'aid' India gets is long term low interest debt, used to build infrastructure. Even the bullet train project being under construction in India is being built with an ODA loan.
