Russians have an age long bad habbit of exporting extremely inferior version of the original hardware to customers and keeping the best most capable versions for themselves alone. Even from the times of Soviet union. A Russian Su35 and an Exported Su35 will be way different in capabilities.

Truth be told, no country would sell their best maybe a watered down version at most. That said, buying off the shelve and collaborative work wont wont yield the ultimatum machine.

Why USA dont export F-22, why China wont sell J-20.

To have best in class 100% indigenous manufacturing is the only way to go.
