‘Constitutional’ reforms finalised: GB likely to have place in Senate, NA shortly

That could work, not a bad idea. But aren't the provinces strong enough know? don't they have control over most of the provincial matters? maybe some constitutional changes need to be made to fix the current system?

I think they could be strengthened even more and we could benefit from a weak center and one where each province or federating unit is equally represented so that a national leader is truly national because you need to win in the majority of provinces and federating units to win at the center.

So right now we've got 4 provinces and 4 federating units - Islamabad, FATA, GB and AJK. So you need to win in at least 5 of the total 8 to form a government at the center instead of just winning in one - Punjab (my province). I think if that happens we can say goodbye to the ethno-nationalist agendas because how would one province be dominating when its got an equal say. How would the Army be a Punjabi army when the Government that orders an Army operation or appoints it is from all the provinces. How would the judiciary, the police or the civil services be dominated by one province when every province has its own civil service, judiciary and police and some form of equal representation in those departments at the center.

In essence every province or federating unit has got it's own Governor who is like a mini-Prime Minister with his own cabinet to do whatever he thinks is right for the people who elected him without asking the center for permission before doing anything or looking to the center for funds. And that every province sends an equal number of senators to the center who elect a President who in turn elects a cabinet from them so any policy will be the national policy of all provinces.

Plus we might even have more incentives for creating smaller provinces if that happens because then you'd have more representation in the senate.

my recommendations is to dissolve the whole provincial system and create one whole Pakistan with smaller entities such as districts or prefecture it will give more power to union council and to the federal gov cause lets face it the middle man hasen`t worked it it would eliminate the provincial and ethnic division.

Modi has certainly said it but Pakistani leaders have been harping on the 'human rights' and 'self-determination' plank for many years now - certainly long before Modi. (Bhutto made plenty of those in tthe 90s - here's one http://www.nytimes.com/1990/01/25/world/kashmiris-in-pakistan-press-self-rule.html). I don't agree with Modi in bringing this up vis-a-vis Balochistan but I do agree that Pakistani leaders should understand how irritating it is when other countries wax eloquent on self-determination.

As I said before Pakistan should claim Kashmir on the basis of a territorial claim - but it's foolish to invoke human rights and self-determination.

Calm down please. You are welcome to read the UN resolution (I actually also suggest the letters sent to the UN by L A Khan) - and see that the basis for the dispute is clearly mentioned as a territorial dispute - not a self-determination issue.

Yet Pakistani leaders have found it convenient to use this sleight-of-hand in order to take a high moral position. I call it a shame because not only is it dishonest but it also fools gullible Kashmiris into thinking Pakistan's interest in their aspirations is altruistic.

Modi is only giving Pakistan a taste of its own rhetoric regarding self-determination by using the Balochistan example. Pakistanis who refute that on grounds that it is an 'internal matter' would do well to note that the issue of self-determination of Kashmir is also an internal matter - unlike the territorial dispute which was never about self-determination - rather it was based on the legality of the instrument of accession.

So please, dispute the territorial issue by all means - but do so without taking recourse to dangerous reasoning such as self-determination. That will only open a very different can of worms.
