Who Will Occupy Key Posts in Modi’s Cabinet? - India Real Time - WSJ


As India’s Bharatiya Janata Party appeared headed for a thumping victory in the federal elections on Friday, attention shifted to those who will take up key posts in the next cabinet.
BJP’s prime ministerial candidate Narendra Modi will lead the team but the party’s spokesmen refused to divulge names before India’s President Pranab Mukherjee formally invites Mr. Modi to form the government.
This has not stopped political pundits from speculating about Mr. Modi’s A-team, or those who will help recharge Asia’s third-largest economy.
Here are a few names doing the rounds:
Narendra Modi
Along with the post of Prime Minister, he may take charge of some key ministries, if party veterans like L.K Advani do not join his cabinet. Since the party looks like it is headed to majority in the lower of Parliament, Mr. Modi will not have to negotiate to keep the peace with his allies by offering them the top jobs.

BJP’s frontline strategist Arun Jaitley is widely seen as a frontrunner to succeed P. Chidambaram as the next finance minister. Like Mr. Chidambaram, Mr. Jaitley is a lawyer by profession. He is the leader of opposition in the Rajya Sabha, or upper house of Parliament and has years of experience managing party affairs. He has been a strong opposition voice criticizing the economic policies of the Congress-led government on the floor of the Rajya Sabha.

The Cicero of India’s lower house of Indian Parliament was barely seen during the election campaign that was led by Mr. Modi but Ms. Swaraj, known for her exhausting style of speech is likely to manage the External Affairs portfolio.

Goa Chief minister Manohar Parrikar is known to ride his scooter to work. He may be given the difficult task of managing India’s Home ministry that oversees India’s internal security and its large police and paramilitary forces.

BJP President Rajnath Singh could get the Defense ministry, a department which traditionally goes to a senior leader of the ruling party. Mr. Singh, a former chief minister of Uttar Pradesh, has under previous BJP-led governments handled the agriculture and transport ministries.

Arun Shourie, 73 , who worked as a journalist once could be the country’s next trade minister. The last time the BJP occupied the seat of power in New Delhi until 2004 he was a federal minister for communication and information technology.
Key role for other veterans:
Murli Manohar Joshi could be the speaker of Lok Sabha. Amit Shah, a key aide of Mr. Modi may hold the charge as a junior minister in the Prime Minister’s office due to his proximity to Mr. Modi.
The Aviation ministry is likely to go to Rajiv Pratap Rudy, a commercial pilot, who held charge of the ministry from 2002 to 2003 during a brief rule of the BJP. The ministry of law and justice may go to Ravi Shankar Prasad, and the health ministry to Harsh Vardhan, a medical doctor best known as one of the pioneers of polio vaccination program in India.

Ex-TRAI chairman Nripendra Mishra to be principal secretary in PMO - Rediff.com India News

Former Telecom Regulatory Authority of India chairman Nripendra Mishra has been appointed principal secretary to Prime Minister-designate Narendra Modi in the PMO.
Mishra, a 1967 batch Indian Administrative Service officer from the Uttar Pradesh cadre, has served in various administrative field positions.
Before being TRAI chairman in 2006, he worked in close quarters with Communications and IT Minister Dayanidhi Maran during the UPA 1 administration as DoT Secretary and had assisted in formulating some key policy decisions, including the Broadband policy.
From 1981 to 1985, he was also director in the International Monetary Fund-World Bank Division.
Mishra, it may be recalled, was a crucial witness in the 2G scam trial as he was the regulator when licences were allotted during former telecom minister Andimuthu Raja's tenure.
Mishra rebutted the minister’s claim that TRAI had recommended first-come-first-served with 2001 pieces and clarified that their recommendations had asked that new entrants be brought in through a multi stage bidding process.
According to sources, Mishra is a suave officer with a reputation of being completely above board, and perhaps lacking the 'guile' that puts many others in the top-most slots of the bureaucracy.

Meet the man likely to be Modi's personal secretary - Rediff.com India News

A 1988 batch Indian Administrative Service of Gujarat cadre, Arvind Sharma is set to be Prime Minister-designate Narendra Modi's personal secretary. Sharma was additional principal secretary to the Modi when he was chief minister of Gujarat, and has been with him since 2001.

Soft-spoken and mild-mannered Sharma is considered among the closest bureaucrats to Modi and has traveled with him during the former’s foreign tours.
Besides his role as secretary to Modi, Sharma was also CEO of Gujarat Infrastructure Development Board, which planned and implemented Modi's pet projects such as Special Investment Regions and other industrial development projects.
"Sharma has been relieved from Gujarat and his formal order for the PMO will be issued later, but he has already shifted to the national capital," a senior official in the chief minister’s office said.
Sharma hails from Azamgarh in Uttar Pradesh and has keen sense in politics so he was also among the key strategists of Modi for Uttar Pradesh where the Bharatiya Janata Party won 73 seats in the parliamentary polls.
Despite his proximity to Modi and powerful postings he held in Gujarat, Sharma remained down to earth and worked mostly as a backroom boy so he remained uncontroversial during his 12-year-stint in the CMO.





Modi Cabinet almost final, JP Nadda to replace Rajnath as BJP chief - IBNLive

Bharatiya Janata Party general secretary Jagat Prakash Nadda is all set to take over as the party chief with Rajnath Singh making his way into the Narendra Modi Cabinet.
A lesser known face, Nadda was from the beginning a favourite for the party chief's post. Nadda was anointed as the national president of Bharatiya Janata Yuva Morcha in 1991 at the age of 31.
While the BJP will get a new president in JP Nadda, Team Modi is also slowly taking its final shape. Sources say Rajnath is likely to be inducted in the government as the Home Minister and Jaitley remains the frontrunner for the Finance Minister's post.
Veteran leaders LK Advani and Murli Manohar Joshi are likely to be kept out of Modi Cabinet.
Arun Shourie who was earlier leading the race for Ministry for External Affairs is likely to be inducted as government adviser or Deputy Chairperson of Planning Commission, say sources.
It is being reported that parts of Commerce Ministry will be clubbed with the MEA. Also, former BJP President Nitin Gadkari is likely to be given combination of critical infrastructure ministries.
Sources also confirm that ministries will be reserved for party spokesperson Ravi Shankar Prasad and Kalraj Mishra.
Hectic consultations are on in the saffron brigade a day before the swearing-in of PM-designate Narendra Modi on Monday.
Modi, the man who led NDA to a landslide victory in the general elections will take oath as the new Indian Prime Minister on Monday in the presence of almost 3500 Indian and over 2000 foreign delegates at the Rashtrapati Bhawan forecourt.

Modi cabinet: Fear of disfavour makes BJP a quiet disciplined force | Firstpost

A fourth term BJP MP who till a few days back appeared to be very confident of a cabinet berth, presiding over one of the ministries is now hesitant to talk about his prospects. He has done rounds to all the important places, he could, residence of party chief Rajnath Singh at 38 Ashoka Road, RSS Delhi headquarters at Jhandewalan and as also of other top leaders. But he couldn't get access to Gujarat Bhawan and has so far not managed to speak to Narendra Modi.
His initial enthusiasm has taken a dip but has still not left his hopes. He found solace in a philosophy that the politicians of his seniority don't really love. "Now that we know that the size of Modi’s cabinet would be reduced, there will be less number of ministers. Under the circumstances ministerial post is not important. What is important is whatever one gets one should do it for the fulfillment of our party's objectives and Modi's vision."


Another former Union minister in the Vajpayee government, who otherwise was considered to be a sure ministerial prospect, too has gone through the same grind. He has seniority, prominence in the party, right social group origin and great connectivity. But he like so many others in his peers is unsure whether he would find himself seated in the designated row where ministers to be sworn in will be seated at 6 pm on Monday at Rashtrapati Bhawan. He and several others like him are living on hope to get a call either tonight or tomorrow morning.
Yet another ministerial aspirant told Firspost, "Currently only two people know who is going to make it and who all will remain out of it. One as you would guess is of course, Modi, other is God, nobody else. I am only a normal human being, so the likes of me are obviously only making calculated guesses." While laughing at his own cost, he also took a dig at the media, particularly on the breaking news culture. "One thing is sure that under Modi regime economy is going to boom but breaking news industry in journalism will go through the recession."
The popular mandate is for Modi and it is so absolute that any dissenting voice would have the threat of being swept aside, irrespective of their seniority and if their murmurs finding any chorus. A newly elected party MP said, "Why do you think all top leaders, members of Parliamentary Board looked so serious even in the greatest moments of happiness when they met and jointly came before the national and international media at party headquarters after the results were declared? They all knew the mandate was for Modi and from leaders in their own right, they had suddenly become cheer leaders."
Another senior leader and a former Union minister, gave another interesting spin to the way his own ranks have been behaving, disciplined than joyous. "We have suddenly become a very disciplined group as if we form part of some uniformed force. Election of Modi as parliamentary leader in Central Hall of Parliament was one historic moment for us where you otherwise heard loud cheers, people laughing, moving around, chatting endlessly among themselves. But once Modi arrived we all became so disciplined. It was nice to see that even our senior most leaders stood in queue to greet him, offer a bouquet. Nobody could afford to appear to be loose before Modi lest it harmed his or her own prospects. Disciplined and dignified is the new mantra."
No party leader is appearing on television for last few days. For now the task is left to the likes of Nalin Kohli and GVL Narshimha Rao. Arun Shourie, considered to be a sure ministerial prospect made an exception by giving a long interview to CNN-IBN, giving a peep into composition of the government and its downsizing model. "The former disinvestment minister can only talk of downsizing," quipped another BJP MP. But has Shourie by doing so harmed his prospects, is being talked about at length in the party circles. Could it impact his portfolio, even if he gets a ministerial position? An answer to that will come on Monday evening.
The perfectly styled dresses have either been dry cleaned or new dresses are stitched, they may even wear it on Monday evening but the moot question is how many of them will be on the podium taking oath of office.
The position of alliance partners is no better or perhaps even worse. Gone are the days of NDA I and II, and UPA I and II when they got the number of ministerial berths according a fixed formula and the respective leaders. Allies will surely be welcomed to become part of the government but then there could not be any hard bargain. TDP chief Chandrababu Naidu for instance could become NDA convener but he was said to be clueless till at least yesterday evening as to how many ministerial positions he could get for the TDP at the Centre. Oldest ally, Shiv Sena is seeking four ministries. It had three in Vajpayee government but with increased strength it is looking for to add one more. Ramvilas Paswan would be a minister but he can’t get railways. Akali Dal can relax for it has already announced that it will stay away from the government.
For the moment they all swear by Modi’s charisma and his capacity to think beyond beaten tracks, act on out of the box ideas like turning a swearing-in ceremony to a huge South Asia event with him in the focus. After swearing-in when BJP and NDA leaders would be worrying about portfolios, Modi would be taking care of India-Pakistan bilateral and Saarc multilateral.

New Delhi: The official list of Narendra Modi's council of ministers has been sent this morning to the Rashtrapati Bhavan. Several BJP leaders have begun getting calls from the President's Office, fueling speculation that they could be part of the team that will take oath this evening with Narendra Modi when he is sworn in as Prime Minister.
Here are the latest updates

1. Mr Modi confirmed last evening that he will have a lean cabinet. Sources said 23 Cabinet ministers and 10 ministers of state are expected to be sworn in this evening. (Modi Visits Rajghat, Calls on Vajpayee)
2. Among those who have reportedly received early calls from the Rashtrapati Bhavan are the BJP's articulate spokesperson Nirmala Sitharaman, Ravi Shankar Prasad and General VK Singh, former Army Chief and now BJP MP from Ghaziabad. (Modi's Swearing-In: Who Will Attend, Who Will Give it a Miss)
3. These leaders were among a group of leaders who had tea with Mr Modi earlier today at Gujarat Bhawan, where he has been camped in the capital.

5. Sushma Swaraj, the leader of opposition in the outgoing Lok Sabha, is expected to get one of the top four ministries and could be assigned either the External Affairs portfolio or Defence, sources said.

7. Sources said that the 63-year-old Mr Modi wants a younger government and is unlikely to have any minister older than 75, triggering more speculation about roles for the older powerhouses in the party. Party patriarch LK Advani had reportedly expressed a wish to be Lok Sabha speaker, but, sources said, eight-time BJP MP from Indore Sumitra Mahajan, 71, is the forerunner for that role. 8. Arun Shourie may be appointed as key advisor to the government while Mukul Rohatgi is likely to be appointed as the attorney general.
9. Mr Modi's office said in a statement that he will be guided by the principle of "minimum government and maximum governance." He is expected to merge and restructure several ministries.
10. The statement promised "organic ministries" and said, "The focus is on convergence in the activities of various Ministries where one cabinet Minister will be heading a cluster of Ministries who are working in complimentary sectors. Mr Modi is eventually aiming at Smart Governance where the top layers of Government will be downsized and there would be expansion at the grass root level (sic)."
