PUKHRAYAN, India – Rescuers worked through the night to pull people out of mangled coaches after an overnight passenger train derailed early Sunday in northern India, killing at least 115 people, police said.

The death toll was expected to rise further because rescue workers had yet to gain access to one of the worst-damaged of the 14 coaches that derailed, said Daljeet Chaudhary, a director general of police. About 150 people were injured, he said.

The train derailed at around 3:10 a.m., jolting awake passengers who had settled in for the long trip. Survivors and bodies were retrieved from mangled coaches that had fallen on their side.

Ramchandra Tewari, a passenger who suffered a head injury, said he was asleep when he was suddenly flung to the floor of his coach.

"There was a loud sound like an earthquake. I fell from my berth and a lot of luggage fell over me," Tewari told reporters from his hospital bed in the city of Kanpur. "I thought I was dead, and then I passed out."

Another passenger, Satish Kumar, said the train was traveling at normal speed when it stopped suddenly.

"It restarted, and then we heard a crash," Kumar, whose coach remained standing on the track, said at the derailment site. "When we came out of the train, we saw a few coaches had derailed."

The cause of the derailment was not immediately clear. Accidents are relatively common on India's sprawling rail network, which is the world's third largest but lacks modern signaling and communication systems. Most accidents are blamed on poor maintenance and human error.

The impact of the derailment was so strong that one of the coaches landed on top of another, crushing the one below, said Brig. Anurag Chibber, who was heading the army's rescue team.

"We fear there could be many more dead in the lower coach," he said, adding that it was unclear how many people were in the coach.

Javeed Ahmad, the police chief of Uttar Pradesh state, where the derailment took place, said 115 bodies had been recovered from the wreckage.

The derailment occurred near the village of Pukhrayan, outside of Kanpur, an industrial city about 400 kilometers (250 miles) southeast of New Delhi. The Patna-Indore Express train, linking the central Indian city of Indore to the city of Patna to its northeast, completes its 1,360-kilometer (845-mile) journey in 27 hours.

Rescue workers, soldiers and members of India's disaster management force reached Pukhrayan within an hour of the derailment and began pulling out people trapped in the overturned coaches.

Rescuers used cutting torches to open the derailed train cars to try to reach those trapped inside, while cranes were deployed to lift the coaches from the tracks. However, rescuers moved cautiously because some of the coaches were precariously tilted, and there was a danger that they could topple over, possibly injuring those trapped inside.

"We are being very careful in using the cutting torches," Chaudhary said.

Medical teams provided first aid near the site, while the more seriously injured were moved to hospitals in Kanpur, Chaudhary said. Of the roughly 150 injured, 72 were in serious condition, he said.

Railway Minister Suresh Prabhu arrived at the site by Sunday evening to monitor the rescue and relief operations. He said a special train has been arranged to take passengers from the derailed train to Patna, according to the PTI news agency. He said thousands of food packets, water bottles and cups of tea were being provided to the stranded passengers.

Anxious relatives of passengers searched for their family members among the injured and the dead at hospitals in Kanpur.

Prime Minister Narendra Modi expressed his concern over the derailment.

"Anguished beyond words on the loss of lives due to the derailing of the Patna-Indore express. My thoughts are with the bereaved families," Modi posted on his Twitter account.

Kanpur is a major railway junction, and hundreds of trains pass through the city every day. After the derailment, several trains using the line were diverted to other routes, Anil Saxena, spokesman for Indian Railways, said in New Delhi.

Rail authorities have ordered an investigation into the incident, Saxena said.

In 2012, an Indian government report said about 15,000 people are killed every year in train accidents in the country, caused mainly by outdated equipment and overstretched staff.

The country's worst railway accident occurred in 1981, when a passenger train fell into the Baghmati River in northern India, killing nearly 800 people.

Prime Minister Modi has pledged to invest $137 billion over the next five years to modernize India's railway network, which is used by around 23 million passengers a day.

At least 96 people were killed and 100 injured early Sunday when 14 coaches of the Indore-Rajendra Nagar express train went off the rails in Kanpur Dehat district of Uttar Pradesh, police said.

The toll is expected to rise as some of the injured were in a serious condition, railway officials said about the accident that took place at around 3am near Pukhrayan, about 100km from here.

Volunteers and railway police were working to pull out passengers trapped in the coaches that fell on the side, said Anand Mishra, a police official.

Several people were rushed to nearby hospitals and the casualties could go up, rail ministry spokesperson Anil Saxena said. A relief train was rushed to the spot, he said.

The express train was travelling from Indore in Madhya Pradesh to Patna in Bihar.

It was not immediately clear what caused the coaches to derail but sources said the nature and timing indicated that the accident could have been caused by a rail fracture.

Cracks in rails have been a cause of concern as rickety railway infrastructure struggles to keep with rising traffic.


Buses were pressed into service to help passengers complete their journey, northern central railways spokesperson Vijay Kumar said.

The S2 coach of the train was severely damaged. Four AC coaches, too, were derailed.

“Anguished beyond words on loss of lives due to the derailing of Patna-Indore express. My thoughts are with the bereaved families,” Prime Minister Narendra Modi tweeted.


Several trains along the Jhansi-Kanpur route were either diverted or cancelled, as rail minister Suresh Prabhu ordered a probe. Strictest possible action would be taken against those responsible for the accident, he said.

A team of national disaster relief force was being rushed to the spot and the director general would oversee the rescue operation in Pukhrayan, home minister Rajnath Singh tweeted.

Uttar Pradesh chief minister Akhilesh Yadav directed his top police official to monitor the relief efforts and ensure a green corridor for quick movement of ambulances.

At least 90 were killed and more than 100 wounded when 14 coaches of the Indore-Patna Express derailed near Pukhrayan in Kanpur early Sunday. The death toll is expected to rise.

Union railway minister Suresh Prabhu has ordered an enquiry into the accident and has assured “strictest action” against those found responsible for the mishap.

Prime Minister Narendra Modi, home minister Rajnath Singh and Uttar Pradesh CM Akhilesh Yadav were also monitoring the situation closely.

While the cause of the accident was not immediately known, the heavy toll is comparable to many other railway accidents in the country in the recent past.

Here are five deadliest train accidents in India in the last five years:

March 20, 2015: At least thirty-eight people died and more than 150 injured when the Dehradun-Varanasi Janata Express derailed near Bachhrawan in Uttar Pradesh


■ May 26, 2014: Twenty-two people lost their lives when the Gorakhdham Express came on the same track as a freight train and rammed into it near Khalilabad station in Sant Kabir Nagar district in Uttar Pradesh. Over 50 were injured.

■ May 4, 2014: At least 20 people were killed and about 100 injured when the Diva Junction-Sawantwadi passenger train derailed between Nagothane and Roha stations in Maharashtra’s Raigad district.

■ December 28, 2013: Twenty six people were killed in the Bangalore-Nanded Express train in Anantpur district of Andhra Pradesh after a fire broke out in an AC 3-tier coach. 54 passengers were expected to be on board in the B1 coach completely gutted in the fire.

■ July 30, 2012: Thirty-five passengers were burnt to death and at least 25 injured when a coach of the New Delhi-Chennai Tamil Nadu Express caught fire near Nellore in Andhra Pradesh.

indeed, as we speak, initial indications are Rail fracture was the basis for calamity and this horrible event now is the deadliest rail tragedy in over 6 years.

Introduction of LHB coaches having Anti Telescopic features is very slow (even after a new dedicated factory for the coaches is in full scale operation) and it needs to be taken up on priority.
All Rajdhani, Shatabdi, Duronto express trains authorized for over 140 kph (87 mph) have shifted to LHB coaching, however, a huge majority of coaches are still using older design ICF coaches. Hopefully situation will improve a lot in next 5-6 years.
Any loss of life on account of obsolesce technology is extremely regrettable, for it is the only factor that we can control.

What struck me was how empty your stations were .Here in India we have hawkers.relatives.porters and the passangers on the platform.
That is why the internet have tons of Indian suicide video at train stations. Even Malaysia disallow passengers at the platform except for station personnel.

I cannot confirm, but this very loco (WAP 4 class, 5000 HP) was hauling the train at time of accident. The locomotive and its crew are safe.

I think if rail fracture is the cause, more linemen with more frequent maintenance can tackle it.

There is a very interesting routine in HSR system.
Everyday, there will be a bullet train called "confirming train" at 3-5am, cruising the whole line before the first official service.

Yes infact designed for upto 200 kph travel, the unsprung mass is very low and the coach provide far superior ride quality.
also use of Stainless steel allows mass of coach to be kept low (on account of lower wall thickness of plates used in fabrication), the dynamic forces are much lower even though the coaches move at much higher speed.

郑州局关于12月10日京广线安阳车站X103次与作业人员相撞事故的初步调查情况


一、事故概况

2016年12月10日9时41分,北京机务段SS9-0045机班牵引的X103次特快货物班列(编组14辆、总重777吨、计长33.6),以125km/h运行至郑州局京广线安阳客场-安阳运转场间K491+407处,机车乘务员发现运行前方有几名作业人员侵入限界,立即鸣笛并采取紧急制动措施,在减速过程中,机车与作业人员相撞,9时42分列车头部越过166#道岔停于K492+212处。事故造成6人死亡,构成铁路交通较大事故。


二、事故调查

(一)车务调查

1.列车运行情况。
(1)12月10日7时30分至8时53分,经过京广下行线安阳站166#道岔的列车共4列,其中安阳站到发1列,为20075次;始发2列,分别是87083次和K7959次;通过1列,为X11525次。列车速度都在140km/h以内。
(2)12月10日9时37分,安阳站开放X103次Ⅰ道通过信号。9时41分,X103次列车通过安阳客场。9时42分,X103次列车停于安阳站站内K492+212处(客场南头166道岔南端)。9时43分,安阳站车站值班员接到X103次司机汇报,在安阳站内撞上作业人员。 10时28分,X103次司机汇报处理完毕后开车。

2.应急处置情况。
12月10日9时43分,安阳车站值班员王海涛接到X103次司机汇报后,立即报告列车调度员,通知值班干部、公安、工务、电务等人员,随后询问司机是否影响邻线行车。X103次司机汇报不影响邻线行车。9时47分车站值班室拨打“120”急救电话。
10时25分X103次司机汇报处理完毕,可以开车。车站值班员汇报列车调度员,10时28分X103次开车。

3.运统46登记情况。
新乡电务段登记:12月10日7时30分,安阳检北信号工区利用“天窗”外时间在客场上下行线进行道岔加装融雪装置上线作业,不影响设备正常使用。新乡电务段:王咏。车站值班员:吴海龙。

(二)机务调查

1.机车乘务员作业情况。
12月10日,北京机务段司机王鑫、雷建勇机班,使用SS9-0045机车担当X103次特快货物班列牵引任务。
5时46分,X103次特快货物班列由司机雷建勇值乘,从良乡站(图定6时07分)开车。8时01分,平南站出站后司机雷建勇交班,司机王鑫接班担当机车操纵。9时41分列车以125km/h的速度运行至安阳站客场,司机发现线路前方有几名人员侵入限界,立即鸣笛示警并采取紧急制动措施(K491+407),在减速过程中机车与侵入限界身穿黄色防护服的作业人员相撞,9时42分列车停于K492+212处。
停车后,司机向车站值班员报告了相撞情况,车站通知司机到现场协助处理,操纵司机王鑫赶赴现场,司机雷建勇留守机车检查处理,司机到达现场后发现有四人倒在现场,10时24分在配合车站和公安人员处理后返回到机车,10时28分对机车走行部检查正常并试风良好报告车站后开车,10时49分停于汤阴站运转场5道。

2.司机自然情况。
该机班由二名司机组成,属双司机配班,单司机值乘。
司机王鑫:男,28岁,政治面貌团员,湖南铁道职业技术学院,电气化铁道技术专业(大学专科学历)毕业。2009年8月入路,2010年5月定职学习司机,2013年7月提职司机,2015年10月由北京车间调入石家庄运用车间担当京广线司机。
司机雷建勇:男,45岁,政治面貌群众,天津铁路职业技术学校中专毕业。1988年12月入路,1990年8月定职学习司机,1996年11月提职司机,一直担当京广线司机。

3.机车LKJ数据分析结果。
根据LKJ数据分析,司机在K491+407处采取紧急停车措施,距离撞击点(K491+500) 93米, 司机紧急制动至停车用时42秒,走行805米。

(三)电务调查

1.作业分工。
2016年12月10日,新乡电务段安阳车间安北信号检修工区向段调度申请天窗点外作业计划,在安阳客场天窗点外进行加装道岔融雪装置,段调度下达允许点外上道作业命令后,现场开始登记,分3个组进行作业。
(1)第1作业组由1名路工和6名劳务工组成,主要任务是在客场南岔区平整电缆沟。
(2)第2作业组由3名路工和7名劳务工组成,主要任务是在客场南岔区加装融雪装置。第2作业组负责人为董爱国,吴建伟、袁炜阳为现场防护员。吴建伟负责作业组北头防护,袁炜阳负责作业组南头防护,其中两名劳务工负责用电锤打眼,两名劳务工负责抬移动发电机,两名劳务工负责上螺丝,一名劳务工负责整理电源线。
(3)第3作业组由2名路工和4名劳务工组成,主要任务是在客场北岔区收旧料作业。

发生事故的是第2作业组。

2.事故经过。
(1)7时30分,安阳值班工区驻站联络员王咏在安阳运转室运统46登记后,安阳北检修工区分三个作业组进入站内作业。其中,第2作业组从机务折返段作业门进入客场,由南向北分别对上下行正线的134、130、142、132、140、144、152、158、164、138等10组道岔进行融雪装置加装作业。

(2)9时35分,现场防护员袁炜阳向室内驻站联络员曹斐报告作业组在下行正线166#道岔位置作业。在转移作业位置时,其中一名劳务工到信号楼上厕所,只有9名作业人员到达166#道岔作业位置。到达后将发电机放置在166#道岔融雪装置线路东侧,距作业位置约4-5米,事故发生时防护员袁炜阳在作业组南侧防护,吴建伟在作业组北侧防护,线路内作业人员分别为信号工董爱国、劳务工魏会成、任春成、秦文洋、孟庆德。

(3)9时37分,室内驻站联络员曹斐向现场预报X103次列车,现场防护员未进行来车信息联控。9时41分,X103次列车通过安阳客场166#道岔处,与作业人员发生碰撞,造成信号工董爱国、袁炜阳及劳务工魏会成、任春成、秦文洋、孟庆德当场死亡。


三、事故原因

造成这起事故的直接原因是来车预报信息联控不畅,现场安全防护失效所致。一是现场防护员没有尽到防护责任。现场作业期间没有执行3至5分钟主动呼叫制度,也没有认真瞭望,没有发现列车接近并组织人员下道。二是室内外防护员列车预报信息沟通不畅。在X103次列车接近166#道岔作业点时,室内驻站联络员分别在信号开放、列车下行接近、列车进站3个关键点向室外防护员进行预报,在现场防护员没有应答的情况下也没有采取其他有效措施。


四、事故定性定责

2016年12月10日,X103次列车在安阳站撞死6名作业人员,根据《铁路交通事故调查处理规则》第十条规定,构成铁路交通较大事故。根据《铁路交通事故调查处理规则》第六十八条规定,定新乡电务段全部责任。


五、事故教训

1.违章上道作业诱发事故。新乡电务段加装道岔融雪装置作业,本是天窗点内作业项目,应该在天窗点内进行,但新乡电务段安全意识不强,重任务、轻安全,天窗点内、外的作业项目管理混乱,电务工区擅自将点内作业项目纳入天窗点外进行,车间和相关科室也未认真把控,严重违反相关规定。

2.现场作业防护形同虚设。安阳值班工区违反一次作业过程中不得更换现场防护员和驻站联络员的规定,在一次作业未完毕的情况下,更换了驻站联络员,造成驻站联络员对现场作业进度、动态不掌握。现场作业中移动发电机放置距离作业位置较近,噪音严重干扰现场防护员监听预报的来车信息,驻站联络员多次联控,现场防护员未应答。

3.现场作业组织混乱。安北检修工区工长在安排工作时,没有将作业具体内容、作业人数及分工等情况传递给安阳值班工区,致使室内驻站联络员掌握的作业人数、作业位置与现场实际情况不相符,把两个作业组17人误认为15人,把两个作业组合并为一个作业组掌握。

The Anyang Communication and Signalling Section should be 100% responsible including the two safety men who died in the accident.

Six workers were killed by an arriving train while working on tracks near the Anyang railway station in Henan province on Saturday, the Dahe Daily reports.

The multiple fatalities were the result of a rare accident on China’s rail system as construction and maintenance should only occur during hours in which train do not run, according to railway rules, unnamed sources were quoted as saying.

A social media post by the Anyang railway authority late on Saturday night said freight train X103 hit the six workers, two permanent staff of the railway department and four temporary workers, while bypassing the Anyang station’s southern area at 9.42am.

The victims were immediately confirmed dead. It was unclear what specific work they were doing.

The accident caused the delay or cancellation of two other freight trains and one passenger train, the newspaper said.

A source from the local railway authority said that in general practice, any construction on the railway should be carried out during a specific period when no train is running, usually around midnight.

It was a very rare case nationwide and an investigation into the cause of the accident is continuing, the source said.

But you are right Andrew, Railway companies need to develop effective communication and engineering solutions for safety of workers.
More trains are plying on tracks as companies want to increase track and vehicle utilization in a bid to increase revenue, but unfortunately it leaves little window for precious maintenance on tracks and other infrastructure. This means workers have to work on open lines with traffic still at full throttle and here safety can take a beating often.
Just last week we had a similar accident in India, when two track workers were hit and killed by a train near Dholpur on Agra Gwalior mainline.

Although speed of trains in India ins't as high as in China, but against a speeding train, there is little time to react and here technology comes into fray.
Here in India, hooters are given to Gangmen (or trackman) along with necessary Speed Restriction orders to loco crew.
However in spite of all, both driving crews and workers on ground are under tremendous pressure to complete their work and this can lead to tragedies.
Lets hope modern advancements in technology will make rail travel safe not only for passengers but also for the brave men who make the journey possible by their hard work.

Although speed of trains in India ins't as high as in China, but against a speeding train, there is little time to react and here technology comes into fray.
Here in India, hooters are given to Gangmen (or trackman) along with necessary Speed Restriction orders to loco crew.
However in spite of all, both driving crews and workers on ground are under tremendous pressure to complete their work and this can lead to tragedies.
Lets hope modern advancements in technology will make rail travel safe not only for passengers but also for the brave men who make the journey possible by their hard work.

My condolence to them....

My major concern from this accident is the people working in the railway station monitoring room failed to inform the driver of the absence of communication from the trackman (they were to blame too, they were supposed to call the monitoring room every 3-5 minutes). According to the initial investigation, there were 3 calls from the station to the trackman, one was when the signal became green, one was when the train approached, the other was when the train entered the station. Had all of them abided by the rules, it would have been avoided. You can use google translator to read the report, it seems very silly.

2 killed, many injured as Ajmer-Sealdah Express train derails in Kanpur


KANPUR: At least 2 persons were killed and 28 others were injured on Wednesday when 15 coaches of the Sealdah-Ajmer express train derailed between Rura -Metha in Kanpur Dehat, leading to disruption of rail traffic on the Kanpur route, Railway officials said.

2 dead, 28 injured after 15 coaches of Sealdah-Ajmer Express train derailed near Kanpur, Zaki Ahmad, Kanpur IG said.

The mishap occurred at about 5:20 AM, 50 kms from Kanpur

“The 15 waggons of the Sealdah-Ajmer express train 12988 derailed in the wee hours,” a Kanpur Rail division official here said.
