That is extremely unlikely.

As stated in the video, it was the US that killed the last three TTP leaders. The one that was in Pakistani hands escaped/was let go - what does that tell you.

Maybe there are sympathisers in the establishment ranks for these people, maybe there is a lack of will to destroy these people or maybe the establishment is just incompetent. But in any case, to paint this as a US proxy is not realistic.
