Yes, and you are correct. Bad governance of Nooras should be used as a textbook example of how to NOT run a government.

It is not just the government's job. People themselves are also responsible for paying attention to their civic duties.

Currently where you are living do people clean the sewers etc? There is a reason why we pay taxes etc so that the government can appoint people etc, also this why we have a body for public maintenance.

In Pakistan they are to protect the constitution and the sacredness of the Parliament and the holy constitution so that they get uninterrupted salaries and kick backs and commissions and ..........................

What was suggested?

I agree but who's job is to do that? Government and people both, awareness etc but in Punjab blame will go to PML-N no matter what anyone says, they have been here for almost 7 years, no small dams built, no sewages maintained nothing done. Even if they had built one small dam flooding like now that is happening could have been reduced by 20-30%. Looks small but is a lot. If you want people not to throw trash on roads you need to put a law, enforce it, built trash drums, appoint people to take away trash etc. Near my house people used to throw trash we got it cleaned two times, next time no one ever threw trash and it has been clean for more than 5 years, there was ground people used to throw trash there and we repeatedly ask the local government to get the ground clean or do something so people don't have to throw trash there. Now some ghairatmand people have themselves started to clean and take away the trash. If you say people we are doing what we can but what has the government done?

Wait, it seems you are confusing three issues here: dams for flood control, drains for stormwater drainage, and garbage collection. All of them are multifactorial in their problems and their solutions.

Army always comes for peoples AID. Last time also in Floods they did excellent work. Army does many of our Aid missions here.

It is a disciplined force, stable too. Their presence appeals to the mind I guess.

I am not confusing these issues, I am trying to say these are issues we have been asking the Punjab government which has been here for almost 7 years to address while they were making metro or food street.

we could be jumping to conclusions. Lahore is a city of 10 million. It could be that most of the city now does have proper drainage 6 years on, and this new pic could just be a single highlighted incident.
