i am confused, if we are federation, why we have provinces instead of states?
Pakistan is a federation. The constituent provinces existed before Pakistan. In 1947 they all came together into a (united) federation that was named Pakistan. As regards to why they are called "provinces" that does not matter. You can call them provinces, states, vilayats, estados etc. That is just a label.

Dosent matter if you called it a State a province a prefecture all are same, and after 18th Amendment all provinces have their own powers which constitute allowed them And few still central controlling them which also includes Military currency Foreign Affairs Supreme Court etc.

Sticking to his portentous warning about cutting off the gas supplies from Sindh to the country, Chief Minister Murad Ali Shah said on Friday that Pakistan’s Constitution has empowered him to take this step.


“If someone says that I don’t have that power [to stop the gas supply], they have forgotten the Constitution [of Pakistan] has that power and the constitution has given me [Sindh CM] that power,” he asserted while talking to the media in Wahur, Jamshoro district, where he attended the 10th death anniversary of his father, former Sindh CM Syed Abdullah Shah.

Speaking on Thursday in the Sindh Assembly, the CM had also warned of forcefully taking over the head office of Sui Southern Gas Company Limited (SSGCL) in Karachi. He expressed annoyance that the federal government-controlled SSGCL has been dillydallying on the case of supply of gas to Sindh Nooriabad Power Company.

Its election season , CM of Sindh wants to give few free gas connections to gain votes. But these provincial govt never pay past due and wants everything by force and its not possible. CM can speak loud, but he knows what he is talking about.

I agree with you that he knows what he is talking about.

And that is what I wanted to know.

Does Pakistan's constitution gives him the right to do what he is proclaiming so loudly ?

No , not like this. He need to come national assembly or senate to file his case. Otherwise in democracy he can say whatever he wants to say. Plus, people has no interest in PPP govt in Sindh. Known to be the most corrupt administration in Pakistan. Basically , all are corrupt , but they are merciless corrupt.

Nope and neither he will do anything.

If you watch Pak talk shows it will be like civil war is going on between provinces where ruling parties are different. At the moment only Punjab and Balochistan get along. PPP have problem in Karachi where they don't win more then few seats. Karachi people are demanding Sindh government to give them water. Now PPP is blaming Islamabad for water .

Gas isn't even a issue and in couple of days after Sindh government pays Rs 1 billion to SSGCL they will get connection and people will forget about this. I don't know what CM expected, maybe they were trying to blackmail Islamabad to give them gas without deposit. But it didn't work out.

A province simply refers to a large administrative unit within a country. It may or may not be a unit of the federation.

Chinese provinces are essentially administrative units. Certainly not States.

Canadian provinces on the other hand are units of a federation. Afghan provinces are something in between. Each province is represented in the House of Elders by two representatives.

In India all provinces of the Colonial times are now called States. Pakistani provinces are the States in all but name.

If we define ‘State’ by the definition in the US; I would say that any powers not explicitly given to the Federal government are in essence held by the States, making the States more powerful.

Whereas in Canada, any powers not explicitly given to the provinces are held by the Federal government. Pakistani provinces are similar to the Canadian provinces and thus we have a more centralised system.

Indian don't have right to interfere in our internal issues. This is our issues and we know how to deal with it

If his province has gas then why can't he give gas to industries in his province or to people in his province. And its not free connection. Isn't it the responsiblity of CM of province to take care of people of his province.
When he is not providing drinking water in his province specially in Karachi then whole Pakistan is criticizing him and PPP although the quota of water is decided by federal govt and its already scarce. But when he talks about providing gas to industries and houses in his province, the same gas his province produces in abundance, then all of you start to criticize him and accuse PPP of corruption and nepotism. Irrespective Whoever is the owner of industrial undertsking, he shouldn't be punished because he decided to invest in sind because it makes some people angry.
But no one speaks when PMLn and nawaz shareef gifts 57 new gas connections in Punjab that sind produces and SSGC cuts quota of k electric resulting in increase in load shedding.
When all this injustice goes on and we still question why people of sindh don't vote for anyone except PPP.

How can you say people have no interest in any kind of govt in sind. May be outside sind no one has interest in sind. And what is your definition of merciless corrupt.
And for your information he can stop the supply of gas. Yes he may need resolution of provincial assembly to rubber stamp his decision but he can.

Actually no money is required to be paid. Just bank guarantee is required. And that is not even necessary when provincial govt is party to a industrial undertaking. But since provincial govt is not majority shareholder therefore bank guarantee is required. And honestly the amount of 1 billion seems excessive. I have seen lesser guarantees for much bigger industrial undertakings. SSGC generally imposes higher bank guarantees or conditions when the don't want to give connection.
As to water problem, in the water commission report by supreme court of Pakistan has recommended to federal govt to increase water quota of Karachi from 1200 to 2300 cusecs. Here is the excerpt from supreme court report.
"Karachi has quota of 1200 cusecs water at present and will receive 260 MGD further after completion of kstil IV Phase1, but l the shortage of water will not be overcome, hence this quota may be enhanced in proportion to its population (23 million approximately). And at the same time, it is also necessary to stop unchecked urbanization in major cities to keep the water requireme nt under control".

Sindh has solution to energy crisis, says Murad
100MW power plant to be launched in May

KARACHI - Sindh Chief Minister Syed Murad Ali Shah has said the provincial government is finally going to launch a 100MW power plant.

He said this while presiding over a meeting on Sindh Nooriabad Power Company (SNPC) and Sindh Transmission & Dispatch Company (ST&DC) here at Chief Minister’s House. The meeting was attended by Principal Secretary to CM Sohail Rajput, Finance Secretary Hassan Naqvi, Energy Secretary Agha Wasif, Director of Sindh Nooriabad Power Company Khurshid Jamali, CEO of STDC Rehan Hashmi, GM of Tech Tariq Saeed, Project Director of SNPC Syed Arif Ali and Najmul Hassan.

The chief minister was told that the power plant had been tested and it was working properly and smoothly. The testing would continue for a few more days. Talking about the transmission line laid from Nooriabad to Karachi, he said that 99.9 percent of it was complete. Only two towers, one in Gadap and the other on motorway, are being installed, he said.

The chief minister said that people were criticising the Sindh government for launching ambitious projects, but “we did it for the people of Sindh and for people of Pakistan”.

Syed Murad Ali Shah said that some people used to say that SNPC and STDC were dormant companies and would fail to deliver. “Today not only SNPC has installed a 100MW power plant, STDC has laid a transmission line for it,” he said and added “both companies have produced results for the government and for the people of Sindh and Pakistan.” He thanked the leadership of his party for supporting him and entrusting him power projects. The chief minister said the solution to the national energy crisis lies in Sindh. “Sindh can make entire Pakistan self-sufficient in energy sector if the federal government extends its full support,” he said.

The chief minister congratulated his team for success and directed them to make necessary arrangements for organising a launch ceremony before start of the holy month of Ramazan.

Separately, the chief minister said there were enormous investment opportunities in different sectors in the province. “The government has created an investment-friendly environment by providing necessary facilities to businessmen,” he said. He said this while talking to Rick Davis, chief of PEGASUS, a New York-based capital investment firm, who called on him here at Chief Minister’s House on Friday. At the meeting, Davis discussed investment opportunities in Sindh with the chief minister and showed his interest in infrastructure and and energy sectors.

Davis said that he was also participating in philanthropic activities, particularly in health sector. He said that American pharmaceutical companies had introduced a new anti-diarrheal medicine in the market. He said that medicines worth $2.5 million will be distributed to Sindh for which the chief minister appreciated him.
