It was sarcasm on part of OP to mock how far West Bengal government is bending to please Muslims. It's news of West Bengal, India.
Well, in that case, it should be done as per the West Bengal Government's policy, whether they want the athletes to play in shorts, or whatever.

That is the point. It was not some govt policy but because of a fatwa from a 2 bit mullah who said girls shouldnt play with shorts and the "Secular" govt of West Begal bent over backwards to accommodate his moronic view point

or

I wrote the above sentence while understanding that I was talking about Bangladesh (and not India). I suggested two conditions, either the athletes to cover their legs (sweat pants just do fine), and if not, then let only female spectators. I never suggested the athletes to cover themselves in 'Burqa' or what not.

That is suggested for Muslim women only. While they can take part in athletics, they need to do it according to the guidelines set by the religion, which prohibits the Muslim women from exposing their arms and legs in front of unrelated men. However, if certain women do not like to follow the guidelines, it is up to them. I don't think I would run after them having a baton in my hand.

The prohibition is about the head covering i.e. scarf, which FIFA thinks can be dangerous during the game, and not on covering arms and legs.

Well In Islamic country it's ok(everyone is free to make their decision according to their faith) but as they India is secular country then don;t you think it's not fair :?
