I don't think you understand the meaning of the word - region.

The region in which India and Pakistan is - is called South Asia.
And among the South Asians - SAARC that is, 5 out of 8 have clearly intimated that they dislike Pakistan and want it out.

I think you would be better placed to understand now on who the 'prime cancer' of the 'region' is.
