No you cant pass a law overruling constitution. Incorrect. Constitution is supreme, unless amended by a super majority. The proposed bill is trying to skirt the constitution by saying they are amending administrative and procedural acts, but by doing so are infringing over the constitution.

It's like saying I am not amending the constitution which protects the President's powers but am just passing an administrative legislation which says the President cannot have access to any state information.
