ISLAMABAD: The Supreme Court on Thursday resumed the hearing on the law and order situation in Balochistan, which was attended by Baloch nationalist leader Sardar Akhtar Mengal,who is a former chief minister of the province, DawnNews reported.

A three-member-bench headed by Supreme Court Chief Justice Iftikhar Mohammad Chaudhry resumed the hearing on a petition filed on the law and order situation in Balochistan.

The court adjourned the next hearing of the case until Sept 28.

Chief Justice Iftikhar Chaudhry said that the court had issued 60 orders during the 68 hearings on the case but no practical steps were taken.

The court also told the chief secretary of the Balochistan to deliver Sardar Akhtar Mengal’s message to federal and provincial leadership and sought from him a written reply on the issue on the next hearing.

The chief justice further told the chief secretary to discuss the issue with the president, Director General (DG) of the Inter Services Intelligence (ISI) and DG Military Intelligence (MI) and to inform the court in writing as to what steps are being taken to resolve the issue.

Furthermore, the chief justice said in his remarks that the missing persons would be recovered and that the court would go to any extent, if needed, to achieve the purpose.

All overt and covert operations must be put to an end and the displaced Baloch should be rehabilitated, added the chief justice in his remarks.

Chaudhry also said that First Information Reports (FIRs) would be lodged against those held responsible and the cases would heard in the high courts rather than the lower courts.

Earlier, nationalist leader and former chief minister of Balochistan Sardar Akhtar Mengal appeared in the court to provide it with assistance on the issue.

The former chief minister told the court that the issue of missing persons is very critical in the province and the roots to the problem can be found in the 65-year political history of the province adding that every government deceived the people of Balochistan and the issue has gone beyond the control of agencies reaching foreign elements.

Sardar Mengal alleged that the agencies should be held responsible for the situation in Balochistan which was worse that the situation in Kashmir and Palestine.

He further said that he had appeared in the court only to discuss the missing persons issue adding that without the resolution of the missing persons issue the 65-year-old political issue cannot be resolved.

The nationalist leader said that the province had undergone five military operations and no one was answerable so as to what was the fault of the innocent victims. He also claimed that during the military rule every attempt was made to suppress the political voice of the Baloch people.

Mengal said that attempts are being made to eliminate the genuine leadership of the Baloch people replacing them with artificial leadership who were manufactured in factories and that federal and provincial lawmakers never visited the rural areas of the province and remained confined to the ministerial secretariat.

The former chief minister further said that the nationalist leadership was being specifically targeted adding that the heirs of the late Nawab Akbar Khan Bugti were not even allowed to attend his funeral.

Sardar Akhtar Mengal told the court that if an order was issued to rehabilitate the Baloch, displaced since 10 years, then that would be a step forward.

While giving his remarks Chief Justice Iftikhar Chaudhry said that the ‘Death squads’ of ISI and MI agencies should be abolished.

The more I read about Balochistan, the more it seems that FC is quite corrupt, more than police.. and still wants to be the holy cow !!

Extrajudicial death squads belong to many agencies (and others) in Pakistan, starting from the infamous staged deaths in "police muqaabla" and going up from there. This should not surprise you.

CJ should also ask GOP ti give FC a pay rise,so that they can risk their lives in trying to arrest people who have no value for life,their own included..
Also CJ should ask GOP to build an ultra high security prison fit enough to contain suicide bombers and terrorist accomplices..
we know how many terrorists later get their freedom when Polic fails to secure the prisons and get the so called Taliban attack...hence nullifying all the hard work done by security agencies.

The surprise was because MI only has a role of within Army intelligence, and not into civilian matters or anything AFAIK.

you forgot hamid mir report? Military Intelligence got involved in to baluchistan thanks to than DG MI Major General Nadeem Ijaz back in 2005. Due to his mis adventures in balochistan, things got preety ugly there.

and also i remember this mengal guy was jailed for sometine in kidnapping case of Two MI operatives who were following his daughter car in Karachi and got busted when her guards caught them and took them to some bungalow and give them a good beating back in 2006 Or 2007

Why i am not surprised? Chief Shahib....Allah Allah kro.....Mulk ko bahar se kam khatra ha k khud he apni paon pay kulari marte ho.......agencies k pass fazool time nae k har eiray ghairay ko utha k le jae.....duowan wahan he hota ha jahan agg ho....so aqal nu hath maro.....te LAW OF EVIDENCE NU STRONG KRO....... aye drama bazi di loor nae.....

Maybe CJ should grow a pair and actually start prosecuting terrorists to try and bring them to justice for their crimes. The RA Bazar bombing mastermind was arrested by the agencies and was produced in court, he was found innocent and released, the same guy later co-ordinated the assassination of Lt Gen Mushtaq Ahmed Beig, the Surgeon General of the AMC. In over a decade NOT A SINGLE TERRORIST HAS BEEN SENTENCED TO DEATH! That includes the would-be Pervez Musharraf assassination mastermind and this is the president we are talking about, thanks to the court that swine is now a hero in North Waziristan! Then of course there is the issue of vendetta, local sources and agency men involved in these arrests are later targeted by the terrorists that they brought in. In such a situation, what do you expect the agencies to do?

That's the problem. Sometimes we need these solutions to get rid of the terrorists. How can you execute a terrorist if no witness come due to fear for his life and the terrorist is not found red handed.

Its a necessary evil each country has to do to save hundreds and thousands of lives which could be lost if these terrorists go free.

We should learn few things from West to stabilize our region.
