City Based Provinces vs Language based provinces

Pakistan has always viewed itself in term of Language and based on that mindset , the regions / and budgets are divided however in last 70 years it has emerged that this process is outdated

Pakistan now has a unbalanced division between developed cities and under developed cities in it's borders.

The most populated areas of Country are clearly visible how things stand

Why can't the National Budget be allocated on City by City Basis , so each city develops equally every year, giving Citizens of country to seek out Jobs and residence across different cities vs just crowding up in 1-2 Cities


It would be extremely Logical to divide the country into livable Zones of 97 regions
and each one would be issued a development Fund

Even with recent news of FATA as a province or talk of South Punjab , we are still not fixing the problem for 1000 years

We should take a bold decision and carve up the regions based on city and create livable regions 200 mile zones and distribute Federal Fund along those lines

This way every
community/city in Pakistan gets funding


a) Funding for Schools
b) Funding for Hospitals
c) Funding for Libraries
d) Funding for Waste Cleanup / Management
e) Funding for Infrastructure development (Roads , Bridges, Bus/Train Stations)


Also this method of funding , people will know if they paid taxes their taxes would get applied on their own city as is the general rule around the world




Example Budget: 5 Billion Dollars (5,000,000,000 USD) divided between 97 regions each region would get


EVERY CITY IS CONFIRMED TO GET BUDGET
  • 51 Million Dollars (Confirmed budget)
  • 6.4 Arab Rupees per City confirmed distribution of funds
Special Package would be needed for Top 10 populated cities of Pakistan
Corrective Package


Will City of Karachi or Lahore be functional with mere 51 Million budget , no most likely not but the Country can come up with supplimental help (Provincial Taxes can help)

Lets remove the figures for Defense budget , lets only work with the Civilian budget

Development --------------------= 1340 Billion Rupee
Grants / Provincce stuff --------= 430 Billion Rupee
Civilian Government operation -= 376 Billion Rupee
Pensions 50% for Civilian -------= 124 Billion (50% for military Pension not being accounted for)
Subsidies -------------------------= 138 Billion



2408 Billion Rupee , converted into dollar @ 125 for dollar

19 Billion Dollar being spent on Public Sector

If this money was divided evenly between 97 cities

**** Every city Gets 200 Million Dollar each

One brand new bus sells for 35,000 Dollars so 25 Million budget will buy a city 700 brand new buses !!!! Now imagine 97 cities of Pakistan each ordering 700 buses for City operations
We would solve our National Transportation issue

USA as we know is top 10 economies of world
their cities are budgeted in billions but even 200 million per city for Pakistan is a good start ???

If mayor of each city was given 200 Million Dollar to run affairs of his city it seems to me like a fair deal

Every city gets chance to make hospitals / schools / libraries/Roads and basic garbage removal basic services offerings

Note: If small city can't spend all 200 million dollar , it will remain as a surplus and the city mayor would request less funding formally from Government of Pakistan

Provincialism will not work, and it will end up destroying the nation as it did before.

Govt must slowly work towards a more progressive county system as mentioned there.
It'll give more democratic opportunity to the public and promote self-sustenance, as well as a sense of pride due to competition.

Obviously, this will not work without a slow, but a narrative driven start by the govt to show the benefits of it without triggering the ethnic-nationalism.

Because our current system has gone on far too long and it has given rise to a provincial mentality that is not beneficial to the nation at all.


I, for one, Agree with you.

Pakistan will be far better as a Presidential or a Central System, Without the need for provincial govt.

It is a fair system , every city gets fair distribution of money (At least the 97 cities mentioned in list)

The family based politics won't work because the city residents would want to vote for person who will get things done in their own city

  • With money comes , hospitals , schools , libraries , parks
  • When each city has confirmed funds they can plan their own clean road system
  • They can plan own buses 700 new buses purchased at once or when needed
  • They can select a garbage / waste management company to keep their cities clean
  • They themselves can decide which roads to rebuild , or extend or make repairs on

  • If they have a surplus , the money will remain in their own city account to be used for next year's development fund

As quality of life will improve in the smaller cities , there will be reverse migration from congested Lahore /Karachi areas into smaller cities



Under proposal , if each city uses the 200 Million dollar budget

97 Cities of Pakistan will get 700 buses "each" , in 1 year time

In 97 Cities of Pakistan per city almost 1,000 Schools will get 10,000 Dollar each for furniture repair , water cooler and toilet facility upgrades, Paint on walls for schools.

In 97 Cities of Pakistan per city 50 new schools will open each school at cost of 200,000 USD

In 97 Cities of Pakistan per city 100 hospitals will be given 100,000 USD for hospital improvements New beds purchase, equipment upgrade , sanitation improvements

In 97 Cities of Pakistan per city 10 Libraries are formed with budget of Million Dollar Each
  • Total of 970 Libraries would open across Pakistan in 1 Year


In 97 Cities of Pakistan , every city out of 97 will have Professional Company managing collection and disposal of Garbage

i have always liked the idea of making all our divisions into provinces, or make it into administrative areas and keep the provinces intact as a symbol just to keep the nationalists happy

I have removed the defense budget from original first post
When I started the thread I started with a Hypothetical figure of 5 billion for Civilian Sector

Then I said ok fine lets actually look at what we did in 2017 budget
Based on 2017 budget , I only accounted for the Civilian side funding allocation , and surprisingly it was a massive figure.

Which when divided between 97 cities of Pakistan comes to (almost 200 million dollar per city)

Which is a massive figure

And I am trying to share is , that money is astronomical , and you can do so much massive change in Transport sector , School and Hospital Sector , that each city can notice improvement

I started to think about it with a fake estimate of 5 billion for civilian sector

Based on 2017 budget , if we just take account for civilian services the money break down comes to 200 million per city covers 97 cities of Pakistan

With defence funds removed , the civilian sectors till got massive amount of funding and the question really is , if money was simply distributed to each city individually more can be done with 200 Million dollar allocation by each city vs current system of money going Family or clan
Now it sounds good to me. Because according to calculation of this thread, defence budget would be above 20%. Am I right?

But most importantly who would implement this? This idea needs to be spread among many circles, but I bet only political circle of elites would reject it.

How would you distribute the responsibilities between federal and city governments? And what about other cites and villages not mentioned in your list? How will they be managed?

If Federal Government is responsible for Defence, National Security, Finance, Banking, Stock market, Education, Healthcare, Airports, Transportation, Railways, tourism, what will be the city governments responsibilities?
