Pakistan has always viewed itself in term of Language and based on that mindset , the regions / and budgets are divided however in last 70 years it has emerged that this process is outdated
Pakistan now has a unbalanced division between developed cities and under developed cities in it's borders.
The most populated areas of Country are clearly visible how things stand
Why can't the National Budget be allocated on City by City Basis , so each city develops equally every year, giving Citizens of country to seek out Jobs and residence across different cities vs just crowding up in 1-2 Cities
It would be extremely Logical to divide the country into livable Zones of 97 regions
and each one would be issued a development Fund
Allocation per city , Federal Budget Break down

This model has been deployed across Japan for Decades
100-200 Mile zones around cities , designating that area as a province
"Prefecture" as they call it
Even with recent news of FATA as a province or talk of South Punjab , we are still not fixing the problem for 1000 years
We should take a bold decision and carve up the regions based on city and create livable regions 200 mile zones and distribute Federal Fund along those lines
This way every community/city in Pakistan gets funding
a) Funding for Schools
b) Funding for Hospitals
c) Funding for Libraries
d) Funding for Waste Cleanup / Management
e) Funding for Infrastructure development (Roads , Bridges, Bus/Train Stations)
Also this method of funding , people will know if they paid taxes their taxes would get applied on their own city as is the general rule around the world
Example Budget: 5 Billion Dollars (5,000,000,000 USD) divided between 97 regions each region would get

Will City of Karachi or Lahore be functional with mere 51 Million budget , no most likely not but the Country can come up with supplimental help (Provincial Taxes can help)
