I rem that a 'pseudo-imaginary' plan was hatched to divert waters from the Bohai sea all the way westwards to Xinjiang to create an artificial lake/small sea. Perhaps this might be applicable,.

From sea level to 2000-3000m above the sea level....better to divert water from 3000-4000m in Xizang to Xinjiang.
