No. It's not. Youtube is blocked in China, they have their own local version called youku.com

It's blocked, but there are loads of free or paid VPN service in China. I pay less than 2 dollars a month which gives me a fast VPN but most Chinese people don't care since they don't know much English. It's super easy to use VPN in China but 99.999% people choose not to.
