it is the military's job to do to the best of its ability, whatever the government decides so this is not really news

china is not gonna fire on anyone first(else it wouldn't be coast guard ships it send out) and the US is not gonna fight china and be the aggressor, so the question is whether the smaller countries are dumb enough to fire first and get flatten by 2 major power and throw the world into chaos, georgia comes to mind
