Attack was bit more sophisticated.
#1. Explosive were of the right yield and placement was at right location to cause fuel fire, instead of completely destroying the bus. so to cause confusion.
#2. Timing and size of explosion was designed for bus to derail and go off the cliff. ( Instead of complete destruction in place).
#3. Explosive were (most probably) attached after engineers boarded the bus. It’s requires real time intel.

NATO drastically brought down ambushes, IED attacks and troop casualties over the course of the war. All thanks to tethered balloons, increased aerial surveillance (drones and other ISR planes), MRAPs and HUMINT. Our troops literally get ambushed on the same place every three months.
Chinese use CCTV cameras on their highways, especially on more far flung areas.
