Chinese Incursions

There is no commonly delineated Line of Actual Control (LAC) between India and China. There are areas along the border where India and China have differing perception of LAC. Due to both sides undertaking patrolling upto their perception of the LAC, transgressions do occur.

To resolve the border disputes, the two sides have appointed Special Representative (SR) to explore the framework for a boundary settlement from the political perspective of the overall bilateral relationship. The 18th round of Special Representative talks on the India-China boundary question was held in New Delhi from 20-22, March, 2015. India and China are committed to resolve bilateral issues through dialogue and peaceful negotiations and in a fair, reasonable and mutually acceptable manner.

Government is fully seized of the security needs of the country. Government regularly reviews the threat perception to secure our borders and protect national interest. Appropriate measures are taken from time to time to maintain / upgrade the country’s defence preparedness along the borders to safeguard the sovereignty, territorial integrity and security of India. Military capacity enhancement and modernization of armed forces including armament and ammunition is a dynamic and continuous process and is done in consonance with our threat perception.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Nimmala Kristappa and others in Lok Sabha today.

There has been no instance of incursion by Chinese troops in Arunachal Pradesh and other border areas, but transgressions do occur, the government told the Lok Sabha Friday. Subhash Bhamre, Minister of State for Defence, in a written reply said, the government takes up any transgression along the LAC (Line of Actual Control) with China through established mechanisms — such as border personnel meetings, flag meetings.

The matter is also raised through Working Mechanism for Consultation and Coordination on India-China Border Affairs and diplomatic channels.

“There have been no instances of incursions of Chinese troops in Arunachal Pradesh and other border areas. Since there is no commonly delineated Line of Actual Control in the border areas between India and China, there are other areas along the LAC where both sides have differing perception of LAC.

“As both sides undertake patrolling upto their respective perception of the LAC, transgression do occur,” Bhamre said.

Chamoli (Uttarakhand): A suspected Chinese helicopter was sighted flying above Indian territory in Chamoli district, close to Sino-India border.

The helicopter was traced yesterday at around 9.15 a.m.

Superintendent of Police (SP) Chamoli Tripti Bhatt told ANI, "The helicopter violated Indian airspace for over three to five minutes".


The violation, whether intentional or unintentional, has compelled the authorities to launch an investigation.

A Chinese helicopter has violated Indian air space in Barahoti area of Chamoli district along the India-China border in Uttrakhand on Sunday. Indian Air Force (IAF) has launched a probe to ascertain the details.

“One chopper was sighted hovering over Barahoti area violating Indian airspace at 9.15 AM. It remained inside the Indian airspace for nearly four minutes,” Chamoli Superintendent of Police Tripti Bhatt told news agency PTI.

According to PTI, the SP added that there have been similar incidents in the past and it has to be ascertained the latest incident was “a deliberate act of recce or an unintentional deviation.”

IAF officials when contacted said that the incident has been taken note of and the “matter is being investigated.”

China today defended PLA helicopters hovering over Barahoti region of Uttarakhand's Chamoli district, saying India and China have a territorial dispute in the eastern section of their boundary and the Chinese military carry out regular patrolling in the relevant areas.

While the details can be obtained from the Ministry of Defence, "in principle China and India have territorial disputes in the eastern section of the China-India border”, Chinese Foreign Ministry spokesperson Hua Chunying told the media when asked about reports that PLA helicopters violated Indian airspace on Saturday.

"The Chinese military carry out regular patrolling in the relevant areas. We hope that the two sides will make joint efforts to maintain tranquillity and peace in the border areas," Hua said.

Two helicopters of the People's Liberation Army of China hovered over Chamoli district on Saturday, triggering concern in India's security establishment about the PLA's fourth such incursion into Indian airspace since March this year.

Official sources in New Delhi said the choppers, which returned to the Chinese side after about five minutes, could have carried out aerial photography of Indian ground troops during what was possibly a reconnaissance mission.

The choppers were identified as the Zhiba series of attack helicopters.


The Indian Air Force (IAF) is probing the incident.

On previous occasions, Chinese helicopters had entered 4.5 kilometres into Indian territory, an area that China claims as its own and recognises as Wu-Je.

Barahoti is one of three border posts in the sector, comprising Uttar Pradesh, Himachal Pradesh and Uttarakhand, where ITBP jawans are not allowed to carry weapons and are in civilian clothes under a unilateral decision taken by the Central government in June 2000.

In 1958, India and China listed Barahoti, an 80-sq-km sloping pasture, as a disputed area where neither side would send their troops. In the 1962 India-China war, the PLA did not enter the 545-km middle sector, focusing on the Western (Ladakh) and Eastern (Arunachal Pradesh) sectors.

However, after the 1962 war, ITBP jawans patrolled the area with weapons in a non-combative manner, under which the barrel of the gun is positioned downward.

During prolonged negotiations on resolving border disputes, the Indian side had unilaterally decided in June 2000 that ITBP troops would not be carrying arms to three posts -- Barahoti, Kauril and Shipki in Himachal Pradesh.

The India-China border dispute covers the 3,488 km long Line of Actual Control (LAC). While China claims Arunachal Pradesh in the Eastern Section as Southern Tibet, India asserts that the dispute covered Aksai Chin area which was occupied by China during 1962 war.

Reacting to Modi’s remark at a regular news briefing, spokesperson Hua Chunying said China and India are maintaining a “steady” relationship.

“We have noted positive remarks made by Prime Minister Narendra Modi. We welcome that. We have been stressing that as two major countries, China and India maintaining sound, steady and in-depth growth of the bilateral relationship is of great significance,” she said.

Hua said leaders of both countries were focussed on resolving the boundary problem. “Actually, leaders of the two countries pay great attention to the boundary question. Each time they meet they exchange views on this issue. Both sides have agreed that an early question of boundary question serves the interests of the both sides. It is also a strategic goal both sides are striving to achieve,” she said.

The two countries have had 19 rounds of talks under the Special Representatives mechanism but a resolution has eluded successive governments.

“The two sides will stick to the overall relationship of the bilateral relationship and deepen cooperation in relevant field so as to realise common development and bring more benefits of the people of both sides,” Hua added.

Modi’s remarks in St Petersburg and China’s reaction seem to be geared towards bringing back normalcy to ties, marred in the past year by China’s repeated blocking of India’s efforts to list Pakistan-based terrorist Masood Azhar at the UN and Beijing blocking New Delhi’s bid to become a member of the Nuclear Suppliers Group, a 48-country bloc that controls trade and commerce in nuclear technology.

In another transgression, Chinese troops entered India in the Sikkim sector and jostled with Indian army personnel guarding the Sino-India frontier, besides destroying two bunker.

The face-off has been going on in Doka La general area in Sikkim for the past ten days and the Chinese troops have also stopped the batch of pilgrims that was proceeding for Kailash Mansovar yatra, official sources said today.

The Indian troops had to struggle hard to stop the Chinese personnel from advancing further into Indian territory. They formed a human wall along the Line of Actual Control (LAC) to stop the PLA personnel, some of whom also videographed and clicked pictures of the incident.

The bunkers have been destroyed in Lalten area of the Doka La area. A flag meeting was also held between senior army officers of both the sides on June 20, but the tension still continues.

It is not the first time that such a transgression has happened at the Doka La, a place at the Sikkim-Bhutan-Tibet tri-junction. The Chinese forces had in November 2008 destroyed some makeshift Indian army bunkers at the same place.

According to some reports, there were 415 transgressions by the Chinese soldiers in 2017 as compared to 271 in 2016, while the number of confrontations went up to 216 in 2017 from 146 in 2016. Demchok, Chumar, Pangong Tso, Spanggur, Kaurik and Barahoti in the western theatre and Namkha Chu, Sumdorong Chu, Asaphila and Dibang Valley in the north-east are among prominent hotspots.

An Indian Army patrol observed three civilians believed to be nationals carrying out track construction in Arunachal Pradesh on the Indian side of the LoC. The three civilians returned to the side of the LoC on seeing the Indian Army patrol. As per the agreed modalities, a Flag Meeting was arranged to discuss the intrusion. The Chinese side admitted that their three civilians had crossed over the LoC and agreed to withdraw their equipment immediately.

Government regularly takes up such matters along the LAC with the Chinese side through established mechanisms including Border Personnel Meetings, Flag Meetings, meetings of Working Mechanism for Consultation & Coordination on India-China Border Affairs, as well as through diplomatic channels.

Indian Army is fully seized of the security needs of the country in the border areas. Necessary steps including construction / upgradation of roads, capability enhancement and infrastructure development havebeen undertaken to ensure that the National Security concerns along the Borders are adequately addressed.
