Yes we fire, but never first....
Look at recent incidents....Pakistan violated ceasefire and killed Indian soldiers first then we retaliated....
Same is the case for B.Desh, sometimes we fire to reply to B.Desh Border Guard firing and most of the time to stop illegal smuggling.......
i.e, we only fire in self-defence, we don't intrude into others territory, so we don't need to be offensive....
