they dont pull those number from thin air, provided by the respective governments

Measuring the Defence budget as a percentage of GDP is wrong, since the Government doesn't have the entire GDP to spend every year.

What the Government has to spend, is the Government budget.

It would be interesting to see how much various countries are spending on Defence, as a percentage of their Government budget.
