Famous Chinese military expert Ma Dingsheng updated his blog and said the West underestimates power of PLA on September 15th, as Janes Information Group regards China military as the 4th strongest in the world. Ma said such sequence is not accurate enough.
Ma thinks that military expenditure of China has high gold contents, for example, Exchequer of China pays for railways and highways construction to military bases in desert, military vehicles do not pay road toll, and the army enjoys much cheaper electricity price, the western countries spend millions of dollars to produce a nuclear warhead, while China can address it by 200 to 300 thousands dollars. As a result, the basic standard for ranking military forces is not authoritative.
Janes also concludes that Russia has solid heavy industries, developed military technologies, and outstanding self-developing capacity of weapons, but in fact, Russia only gained half of such things of USSR; at present, it feels difficult to renew one old aircraft carrier, it encountered failures again and again in test firing of submarine nuclear missiles, it delays its plan of its new aircraft once and again and it cannot provide old type transport planes for China in time.
Besides, American nuclear experts also estimated that Russia has the largest nuclear arsenal in the world, which contains 130,000 nuclear weapons, USA has 9400 ones, France has 300, and China has 240. However, they neglected one important thing---submarine-launched nuclear missiles, which has the best viability in wartime, and has combat power ten times the missile launching silos, since the amount of Chinas nuclear submarines and their missiles are unclear, how can the West determines that PLA has only 240 nuclear warheads?
