They have all the rights any other Indian has. Pass law, elect their leaders and approach the courts for justice if it is denied to them or if their rights are taken away. Hold press conference, use the media etc.

I don't know what rights the IOK people have expect for numerous unmarked mass grave and people disappearing on regular basis. but at least Tibetan kids can have up to 15 years free education with free food and accommodation , do Indian government offer this to Kashmiri kids?
