Yes, I agree, They will not finish in time...But yet... You got Multi-Billion contracts in a country...The most basic thing is to employ from it...
Same if they had a contract in Europe or America...Workers out there don't have the same Time restrain as Chinese workers... Therefore Will also "Finish later" And it's not like they import their manpower when it comes to contracts in the West...
As always... A gov who want it fast and don't care that much for Local workers...Except when it's "Voting time"...At that moment it's "Dream Speeches after Dream Speeches..."
50K worker will directly feed 250K ppl in Algeria... and those Contracts goes for years... Just imagine...
The thing is... 50K CN workers don't even help indirectly the local Businesses... They've got their own Home Boxes, directly imported From China...They eat on site (Even Food is imported)... and Hardly go out...
They live in "almost" complete "Autarcie" for the full duration of the contract...

Just as a comparison, the recent project Djamaa El Djazair in Algeria only had about 2-3000 workers and that was a mixture of Chinese and local workers. The modern construction does not need as many workers as in the past. They have these fancy toys doing the hard work:

If India or Turkey were given those projects you wouldn't say things like this, the reason why Chinese companies were always awarded those projects is because China is the country with the best engineering know how and can finish project fast that in turn can greatly save money and time.China also has many projects in India and Turkey.
