If they go to international arbitration, then no body will give them any loan. Same as defaulting on credit card in NA. Its in ur history and you cant avail loans or any other things after that. Virtually 0 loans will flow to Venez after that. And a developing country cant afford development without loans.

The onus is on the govt to assess the projects before approval. One also shouldnt get more loan than they could afford. Classic case is Hambantota which is nothing but a village with International airport and shipping terminal. Who will use it? China will try to fund even toilets if it will give back some money.
