I made a check on the Indian Railway Yearbook 2019-20, the suburban train transports 4,597 million passengers in 2019-20, with the passenger-km at 137,130 million passenger-km, i.e. the per passenger distance is 29.8km only. I'm not sure about the intension of the passengers why they take such a short distance trip by train, but guess daily commute must be a big portion behind.
