WASHINGTON: China has been willing to compromise with and even offer concessions to its neighbours in recent territorial disputes, the Pentagon's annual report to US Congress on Chinese military capabilities has said, even as it virtually accused China of waging a cyber war against America.

In a 100-page report released on Monday, the Pentagon made no direct reference to the recent border row between Beijing and New Delhi, but said "since 1998, China has settled eleven land-based territorial disputes with six of its neighbours." It did not identify the disputes.

Except for that brief observation about Chinese engagement and restraint, the report largely chronicled Beijing's expansionist intent, including "several disputes" that continue over exclusive economic zones (EEZ) and ownership of potentially rich, off-shore oil and gas deposits, and its relentless spying on the United States, especially its advances in electronic snooping capability.

The China-India tensions were marginal to the report that focus mainly on Beijing's capabilities vis-a-vis US, but it noted that despite increased political and economic relations over the years between the New Delhi and Beijing, "tensions remain along their shared 4,057 km border, most notably over Arunachal Pradesh (which China asserts is part of Tibet, and therefore of China), and over the Aksai Chin region at the western end of the Tibetan Plateau."

Both countries in 2009 stepped up efforts to assert their claims, the report said, noting that China tried to block a $2.9 billion loan to India from the Asian Development Bank, claiming part of the loan would have been used for water projects in Arunachal Pradesh. This represented the first time China sought to influence this dispute through a multilateral institution, it added.

The report said over the past two decades, the PRC has steadily transformed a poorly equipped, ground forces-centric military into a more capable force that is assuming diverse missions well beyond China's shores, noting in particular Beijing's induction of an aircraft carrier, stealth, and advances in cyber capability. But despite directly accusing Beijing of cyber snooping and a generally alarmist tone about China's growing military muscle, the report emphasized the need to keep growing the robust US-China military-to-military relationship that builds trust and helps manage friction.

The report listed various military exchanges between US and China (and also India and China) while stating that the fundamental purpose for two countries to conduct military-to-military relations is to gain a better understanding of how each side thinks about the role and use of military power in achieving political and strategic objectives.

"It is precisely during periods of tension when a working relationship is most important. Over the long term, a fully functioning relationship should help both parties develop a more acute awareness of the potential for cooperation and competition. Sustained and substantive military-to-military contacts at all levels can help reduce miscommunication, misunderstanding, and the risks of miscalculation," the report said.

The report noted that the People's Liberation Army (PLA), as the Chinese military is known, is participating in a growing number of bilateral and multilateral military exercises, including counterterrorism exercises with India called "Hand-in-Hand" in 2007 and 2008 and unnamed maritime exercises in 2007. No exercises with India were listed thereafter.

The report said the PLA derives political benefit from these exercises in terms of increased influence and enhanced ties with partner states and organizations. These exercises also contribute to PLA modernization by providing opportunities to improve capabilities in areas such as counterterrorism, mobility operations, and logistics. The PLA gains operational insight by observing tactics, command decision making, and equipment used by more advanced militaries.
